What does eBay have to do with Cleveland issues? Yes Cleveland has many problems beyond shipping. What point are you trying to make?

i think they are trying to say their packages are hung up in usps sort facilities and ebay is refunding the buyers with his sell proceeds before the packages shake loose and get delivered,

If items were shipping using PRIORITY MAIL ($50 insurance included). If package is lost (NOT JUST DELAYED) you can file CLAIM at USPS.com. Attach copy of invoice to prove value of item & postage. USPS will mail you check in about 2 weeks.

I still have a priority mail package that hasn't been delivered after 20 days. It was sitting in a distribution center and finally shows movement. This is eBays issue because they have decided to set policy for it's eBay sellers. The post office gives estimated dates. According to the USPS my 20 day old Priority Mail shipment is not lost, just delayed. Post office policy is delivery estimates are delivery estimates. File a claim for insured lost mail and we will pay, but you will NEED TO PAYS US BACK if the package is eventually delivered.
eBay policy is estimated dates are guaranteed delivery dates. If it doesn't arrive by that date file an Item Not Received Case. If you win the case we will give you a full refund. If/when the item is finally delivered - keep it - if our valuable sellers want to get payment or their item returned they can ask you if they want- but repayment/package return is not part of our policy or procedures.
I am an eBay seller. I follow eBay policy because I must. Seems like the INR case (or managed payment system) should at least have the option for customers to repay/return packages even if it is only voluntary.
I am fine with eBay setting INR return policy for it's sellers - if it would follow through and allow sellers to recover the Item or Payment and not allow customers to get full refunds and keep the item as well.
My local distribution center has also been in the news because of some Priority Mail being held for weeks before moving on its way.
I have cut back on my listings for December because of eBay not having my back for delivered INR cases (package returns or repayments). You need to repay USPS Insurance Claims for Lost Mail if it is finally delivered. If eBay is going to set policies for sellers... it shouldn't stop with the buyer getting free INR Gifts paid by the sellers.

...in addition, eBay MUST change their GUARANTEE delivery to ESTIMATE delivery as eBay didn't own the USPS. UPS, FedEx, nor any of the other courriers...
...more than ever at this time shopping online is on the top peek due to nation shutdown...

I agree. I can understand why eBay may decide to enforce their own "Guarantee" for marketing purposes. But if they are going to force EBAYS Policies on sellers - they should at least protect their Sellers from negative consequences of that decision were eBay gains and sellers lose when INR's end up being Item Received.
I am not hesitant to sell now because of USPS delays. I am hesitant to sell because I know when eBay decides to refund a case that is eventually delivered they will force me to give away the item with free shipping (item refunded without expectation of return or refund to seller) - because of EBAYS POLICY.
In my experience "lost mail" has always been delivered. Seller protections usually come down to.... we protect sellers by protecting buyers. Buyers may leave negative feedback for delivery time, but other than that they don't seem to object to getting full refunds and keeping your items.

...part of problem when sellers lost their revenues is also from buyer's remorse...

I hate to tell Ebay this but you LEGALLY cannot keep something you have not payed for. It’s up to the sellers of course if they want to do any legal action against buyers who will not pay for their delivered merchandise.

from chrismas on ive had no problems whatsoever with usps. in fact a lot of my things mailed out are getting there way early. you ride or die with your shipping as a seller. right now im on cruise control. ill stick with usps unless it reverts back to early dec.

I DO NOT ship anything USPS now becuase of this. It’s my own SELLER PROTECTION.

maybe thats why im having such good luck with usps. maybe i just need to wish or hope a lot of people use an alternative shipper. then usps would only have to deal with shipping my stuff out. thats works

Have shipped 3 items.
1 fast buyer in the wee hours when "time away" expired before I extended it again.
2 sales as "send offer" in response to buyer messages while on time away.
Ship Jan 14th, 15th, 19th. All shipped USPS, and delivered in a timely manner. (19th, 19th,22nd)
