I have a BASIC store with almost 250 items. I have about 100 - 200 items more, but don't want to move up a level in service.
Can I open a 2nd basic store?

You can, but why? You really should take a closer look at how many free listings you have with a Basic Store.
If you have a Basic or higher level eBay Store, you'll receive more zero insertion fee listings per month than sellers who don't have an eBay Store subscription.

Are you sure you didn't open a STARTER store? As shown by @mam98031 , a basic store should give you ample listings. For someone looking to increase their presence here, in my view the basic store is a fabulous value. If you're in a starter store, just move up to basic. Try month to month first to see if it's a good fit.

Yes, you can open a second account which also has a Store subscription.
As noted in the other post, the level of subscription which eBay calls "Basic" gets far more than 250 free insertions, so I share the suspicion that you actually have a subscription at the level which eBay calls "Starter."
If you want more free insertions, you can either (1) upgrade your subscription level to Basic (but you stated that you "don't want to move up a level in service"); or (2) start a new account. Selling accounts that have no Store subscription at all get 250 free insertions per month, too, but if you're after other Store features then you can also pay for a Starter subscription for the new account. For the new ID, you can use all the same information (name, address, bank, etc.) but each ID must have its own email address.

Buried somewhere in the documentation.....
you can have two stores BUT you cannot sell the same type of items out of both.
which then brings up the question - do you have enough in category a and enough of category b to justify two stores?

I have never heard that, and I doubt it's true. You can't list the same identical item through two accounts at the same time, since that would violate the duplicate listings policy.

You can sell the same "type" of items on multiple IDs, you just can't sell the exact SAME stuff (ie. duplicates).

Just for clarity, a store subscription is not required. There is still the option to spend a little more and have a Month to Month store.

I believe a store subscription can be yearly or monthly.

Generally I don't advocate breaking one's items up into multiple IDs/stores unless they're absurdly incompatible - better to have more in one place to catch shoppers who might be looking for several items, or simply to bring in more people to browse.

I have multiple selling accounts, the accounts sell similar items, none of them have a Store subscription.
I like FREE listings, actual free listings not "faux free" that I have to pay a subscription for. I use third-party tools that allow me to manage up to 5 selling accounts all from one single interface.
