hey so I opened a case because I wanted to see if my buyer is a scammer. The item has been shipped and it shows the funds pending. I know new users have to wait 21 days for funds to be recieved unless you show tracking info and stuff which i did. With the case i opened it increased the days untill i recieve the funds. I want to know if i close the case will it change the amount of days because i know if i close the case i wont be able to open it again IF the buyer is a scammer.

Did you follow instructions from the mobile app that indicated to you that the payment was received and you should ship the item?
Or did you simply not understand the "hourglass" in ebay means a payment is still pending and you should not ship the item yet?
For future reference regarding any sale made through ebay, when you go to Paypal it will show the status of the payment and whether or not you are cleared to ship the item. This is one of the ways you protect yourself from being cheated out of the payment, along with using signature confirmation to protect against INR (item not received) cases.
There has also been a scam going on lately, usually with international buyers (a lot of the time using freight forwarding companies) to try to talk sellers into shipping items before their payment has cleared. They use an e-check which takes ages to clear, and then after they trick the seller into sending the item they simply cancel the pending payment and receive the item for free.

Ebay funds? Are you under the impression that eBay will pay you? That's not going to happen.

Noooo........ Ebay doesn't pay you anything. They will give you the use of some free listings that you don't have to buy and pay for up front, and they will refund you any Final Value Fees they charged you (your account) if you filed the Unpaid Item case and it closes with you still left unpaid.
That's pretty much the best you can expect...

If you opened an unpaid item case and its been over 48 hours you can close it for a fee credit for your final value fees.You will not get $ only a fee credit so you will not owe final value fees

Ebay will refund your final value fee (the 10% of the final value of the item that they charge you), that's it.

I am not sure where you are getting your information from. eBay will not give you any money (aside from fees). By shipping this when you had not recieved payment you just gave this person a gift. Don't send until you have recieved payment -- paypal will show you record of your transaction payments, pending or not.
