In addition to:
empowering buyers by letting them retract offers whenever they want
allowing buyers to make variable time offers
(https://community.ebay.com/t5/Selling/Why-oh-why-did-ebay-bring-back-variable-time-limit-offers-I/m-...)
eBay is now literally trying to trick you into accepting offers when you think you're declining or countering offers.
When you're doing a repetitive task, like answering a LOT of offers in a row, User Interface, muscle memory, and other habits are very important.
eBay is deceptively moving the buttons around as you're loading pages.
Can you think of any other User Interface that works like this?
Can you imagine if each time you took a phone call, the "answer" and "decline" buttons were randomly assigned to the left or right side? How many calls would you answer that you didn't mean to, and how many would you decline that you needed to answer?
Can you think of another User Interface that works well that is designed like this?

@coolections , how often are you answering hundreds of offers in sequence?
Are you paying an employee hourly to do it?
"They are probably in the process of changing the page and you happen to be using it during this change before it is permanent."
That's not how ebay works. They make changes, don't tell you, and rarely update their documentation. Their documentation STILL says "sellers have 48 hours to reply to offers", even though they've allowed buyers to make 12 hour offers for months now.
"But if you say it is because they want to trick you and it is intentional and malicious that's your opinion and OK."
Opinions and facts are not mutually exclusive, nor does saying "well that's just your opinion" preclude the thought from rational criticism.

IMO there is no need for them to tell you just because they make a page layout with a different look. We can agree to disagree but with that said, people need to pay attention will clicking buttons weather it's here on Ebay, or anywhere else. Most internet pages change over time as programmers update their sties.

actually this is another example of ebays managerial, flow charting and documentation skills, or lack there of. any changes should be noted on a change page with any links that ebay makes to document and explain the use of said change. just a 3 column layout like … date/title of change/link explaining if any. a 3 minute entry on said page would keep sellers informed of changes, cut down on calls to customer service and start to maybe rebuild faith in ebay. it is part of flow charting, and would also be a BIG HELP to eBay's coders who don't seem to know or understand what other coders are doing, thereby creating all the GLITCHES inherent in ebay these days. as far as moving placement of buttons randomly, that is a classic psychological 'bait and switch' technique based on ebay created habit of the buttons being in the same place all the time and geared TOTALLY FOR EBAY GAIN.

i genuinely believe this isn't merely "annoying", but that it is intentional and malicious

I CAN see it. people are creatures of habit, study some psychology. it is called learned responses or learned conditioning or something like that. and ebay is banking on it by doing this.
It's also muscle memory which is why people hate things like the changes to the labels page and FB page for example.

the other E site does it. one that I can say for sure is - automatic relist pre-checked box. if you are not careful and forget to UNCHECK the automatic relist (pre-checked by Et*y) button your listings will continually relist $$$.
I guess that is like the Ebay Good Till Cancelled.
et** may have changed that now? but that was happening for sure and I stopped selling there (way too many sneaky underhanded manipulative things happening on that site, too)
that site is just as nasty and underhanded with their trickery to get $$$ for investors at the expense of the sellers
all these sites have way too much power without enough laws to protect customer (the sellers)
They haven't fixed it, I actually think they may have changed it. I relisted a few items there yesterday, and while scrolling through my listings, I noticed a few said will automatically relist blah blah blah. I checked, and EVERY listing that I relisted this month did that. I had to go through all of my listings that did that, and check to relist manually

This is the PayPal interface from the app I've been using for a long time. They did nothing to change the look except switch the "instant" and "standard" position buttons. I was used to clicking on the "standard" button that was originally placed in the top position and then they changed it to the bottom position. When they changed the placement, I almost fell for it out of habit, but luckily, I caught it in time and avoided an $18 fee. So why would they do that? Companies do this all the time to extract fees from us.

I can't believe this.
But now, the buttons aren't even working!
So i'll click on "make a counteroffer", and instead it will refresh the page. It sometimes takes 10+ clicks to get to the next page, and then sometimes clicking the "submit counteroffer", brings you back to the main page as well.
Simply baffling. now answering an offer takes minutes, instead of 5-10 seconds, which if you have hundreds of offers, is an insane amount of wasted time.
eBay, why when you make changes is your implementation so frequently broken?
Why do you make these changes without running it by any sellers? We're happy to help you fix your site, and we have input that will generate more sales, and make things more efficient!

In answering offers for the last two hours, I've found that:
1) The "make counteroffer" button malfunctions
2) The "decline offer" button malfunctions
3) The "accept offer" button NEVER MALFUNCTIONS
Weird.

I don't think the issue is a page redesign- it's that there are 2 different button placements- there are 2 active page designs and you don't know which one you're going to see with any given offer.
Some sellers do go through hundreds of offers at a time so the 2 different pages make this task more time consuming and easy to make a mistake.
