So the fees were credited back to me after the suspicious buyer message got sent to me but I cant relist the item because I selected "relist automatically" or file an unpaid item dispute because the item number "is not valid"

Probably you can use "Sell similar."

If the buyer has been suspended, then there's no actual account to give an unpaid item strike to.

They really do need to fix that.  I hate having to recreate listings from scratch because of bad buyers.
