I have looked at my listings that say review offers and in the completed section it has expired offers. I never received a notification that I had an offer in the first place. One was for $900. So that was a bummer. Also the identity of person offering is Starred out, so I can’t contact them. Please help.

I had the same thing happen. I received an offer for two items and when I went to accept them there were multiple offers that I had not been notified about and didn't see. Where can we go and look to see if an offer has been made?

These are not offers that you "missed".
These are "offers" that you as a Seller "sent" to a WATCHER of your items and were either not accepted or they timed out for the listings.
The best offers you send to potential "watchers" show up as "expired" offers relative to the items the "offers" were sent on, by you as a Seller.

No. I did not send offers to watchers. These are offers from prospective buyers that I did not receive notification and now are expired. Which is a shame because I lost out of some $

In your Seller hub - go to Listings.
At the top, click on the tab that indicates you can send "offers" to those who are watching your listings. You won't know "who" they are, etc.
You can choose the listings you want to receive the offers and if you want the buyer to be able to counter your offer, etc. It will send your "offer" to those who are eligible or have elected to receive an offer from a Seller.
If a potential Buyer emails you about an item - you can reply or reply with an "offer". Offers are considered "binding" if the Buyer accepts.
As for Promotions and Sales - they are (2) different things. Go to your Promotions tab in the Seller Hub and if you want to do a sale, you can choose which items and how much of a sale and the duration. Typical ones are 5% off, 10% off, etc.
Promoted Listings are different than a Sale - you again choose those you wish to "promote" - stick with Promoted "Standard" and chose the percentage you want to use to promote - I do not use the "recommended amounts". You only pay the "fee" if the item sells.

Thank again, I went to promotions and it says I have no promotion it say nothing is available. When I go to an item and click offer it tells me listing not eligible for offering. I wonder if its because I am new?

Yes, if you are a new/new-er Seller, it will lot let you yet.
Promoted Listings Standard (ebay.com)
You have to be "above-standard" or TRS with recent sales history. The above link will help regarding how it works and when you will be eligible.

This happens to my constantly. I was ne we notified of these supposedly good offers I would have accepted. Being there are other places to sell items like Poshmark or Thred Up, I wonder if they do this to try to keep your hopes up as if people are willing to buy and pay what we would like but we just “happened to not see” these great offers. But funny I do get alerts on the low ball offers. Very sketchy. This is my personal thought. It doesn’t make sense in the end, to do this, but it’s the only thing that I can figure.

General observation:
The words "notify", "notified" and "notification" by themselves are not helpful. It would be extremely helpful if everyone stated specifically what they mean by not receiving "notification" of an offer.
Are you talking about not getting an email from eBay to your personal email account?
Are you talking about an eBay message sent to you through the eBay messaging system?
Are you talking about a listing with an offer not appearing in the with open offers from buyers section of the seller hub?
Are you talking about some sort of alert in the eBay phone app?
Or something else?

Hi,
I am specifically not getting the below and can't seem to figure out what settings I have not checked to receive it. At the moment, I am only relying on eBay app notifications to stay on top of new offers.

Are you talking about an eBay message sent to you through the eBay messaging system? Yes
Do you know how to TURN ON the above 2 notifications?
