Hi, recently became a Top Rated Plus Seller and sold several items in May 2021. I made sure these listings qualified for Top rated plus (ex- 1 day handling, free 30 day returns, return paid by seller etc.) and made sure that the listings had the "Top Rated Plus" seal on them.
I received my payout today, and after looking at the fees, I see that the fees were charged as normal (12.35% + 30 cents per listing) and the 10% discount wasn't applied.
Tried chatting with customer service and after waiting 1.5 hours and 3 referrals, my response was "Wait until you get your May invoice and see if the issue still persists. If it does, try contacting us again".
Now curious to see if anyone else had this issue. If it's not in my payout, where should the 10% discount appear? At this point I highly doubt customer service will ever help.

Did you finally get your discount? I finally got some sales in June and it doesn't say discount. According to ebay my sales from yesterday won't be processed until June 6th, sans discount. I'm still waiting to hear back, wanted to know if you got yours?

Not sure if the issue is resolved or not basically I had the similar issue and I figured it out myself. Basically if you see the "Special Promotion" under transaction details of a sold item that is now a topratedplus discount.

OK, if it helps: I reviewed some of my listings and see the "Special Promotion" fee can be an eBay credit for a % of my contribution to a non-profit charity as indicated by my listing. My limited inquiry suggests that BLACK TEXT is a CREDIT while RED Text is a Debit. And, prior comments are correct in pointing out that there are conditions that must be met in order to qualify for the Seller 10% discount on Final Value Fees. So, if you selected the "Sell One Like This" hyperlink to create your listing then you might want to review the options towards the bottom of your new listing to see if you're including a charitable donation option copied from the original listing you're using for a model.

I’ve been fighting this same issue. Received my Top Rated plus also in May 2021. Spoke with a gal and she was issuing me credits for items that sold that never received the discount. There seems to be some glitch in the system. She was going to work with IT. Those credits happened for a few items and she never continued with the rest of the credits. Called almost every day for the month of June. The lack of training on eBays customer service is ridiculous. I’ve had to talk with multiple supervisors. They all say I’m correct and the gal who was originally working on the credits yet nobody will update my account and fix everything past and current.
im really surprised no one has looked in a class action lawsuit.
it’s now August and I’m still waiting for the credits to be processed.

@shocking_metal I know this thread goes back to June this year but here's how the ratings work. You said you became TRS "recently" right? eBay reviews Seller accounts and either changes or retains their status on the 20th of each month. If there is a status change it is implemented on the 20th of the following month.
To be TRS Plus you have to be TRS and offer 30 day Free Returns, if you don't do that there is no discount.

Hi, thanks for checking, but yes, I confirmed that
1) I checked my seller dashboard and made sure my current seller status was Top Rated.
2) AFTER verifying my Top Rated seller status, I listed items and offered the free 30 day returns and 1 day handling (I specifically made sure they had the TR+ stamp on the listing). However in the end eBay still didn’t give my 10% fee discount

@shocking_metal Thank you for the reply. For Managed Payments, my understanding is that the 10% FVF discount is applied at the time of purchase and is NOT a separate line item. I will have to check my recent transactions to see if I am getting that discount or not ...

As is now the case there will always be about a week and a half period after first being evaluated top rated plus that you don't get the 10% discount, even if your status shows top rated plus and your listings have the seal.
As wastingtime101 has stated, the fvf discount does not kick in until the first of the next month. Evaluations happen on the 20th of every month and if your evaluation changes to top rated plus on the 20th of a given month you won't see a discount until the start of the next month per ebay's current rule.
E.g: If you are newly evaluated as Top Rated Plus on November 20th, you WILL NOT see a fvf discount until December 1 regardless of there being a top rated seal on your listings.

Yes, I'm having the same problem. Gave 10% discount on lower priced items, but not higher sold items.
Ebay said they would look into it. but have not heard anything.

The listing for the 1988 Black Eagle silver certificate that sold for $238 on April 1 and the Morgan silver dollar that you sold on April 15 for $232 both say, "Buyer pays for return shipping."

An ebay rep couldn't tell you why you aren't getting the 10% discount on your items?

To receive a 10% fvf discount a listing has to qualify for top rated seller plus. That requires the seller offer 30 day free returns and same/next day handling on the listing. I don't see free returns on any of your listings. I don't understand what report a rep would be doing.

This is how the TRS+ benefits work @bentley03_2013:
None of your listings qualify for the 10% discount off fees. There is no technical issue and nothing for eBay to look into.

I don't understand how that is possible when I have received 10% off some of my listings.
They told me I was a top rated seller. Go figure!
