Hi, recently became a Top Rated Plus Seller and sold several items in May 2021. I made sure these listings qualified for Top rated plus (ex- 1 day handling, free 30 day returns, return paid by seller etc.) and made sure that the listings had the "Top Rated Plus" seal on them.
I received my payout today, and after looking at the fees, I see that the fees were charged as normal (12.35% + 30 cents per listing) and the 10% discount wasn't applied.
Tried chatting with customer service and after waiting 1.5 hours and 3 referrals, my response was "Wait until you get your May invoice and see if the issue still persists. If it does, try contacting us again".
Now curious to see if anyone else had this issue. If it's not in my payout, where should the 10% discount appear? At this point I highly doubt customer service will ever help.

Dates of the sales to the dates you made the rating might tell you what is going on..

Hi, I'm not 100% sure what you mean, but all the listings were listed and sold AFTER I became Top Rated. The listings all qualified for the discount because they had the Top Rated Plus seal on them.

You will see the break down of the fees + any discounts (10% TRP also) right there, see the highlighted area of this image that is the 10% discount (p.s. all sale info has been removed from this image):

I looked at some of the items sold in June and I do see the "Special Promotion". However, my evaluation to Top Rated was on May 20th, but several items were listed on May 22 and sold on the 29th do not have the "Special Promotion" applied. Is there something I'm missing here?

I searched for TRS+ discount also and found what Nuc did..........Very confusing I think.........because it's not labeled that.........

When was the listing "first" listed? If it is FP and on the date it was first listed it did not qualify and sells before it rolls over on a GTC, the TRS+ discount does not apply. Once it cycles once as a GTC listing and then sells, it will.
Anything that was "in progress" will not qualify for the discount as the TRS status is new. If it was a newly listed FP/GTC listing, then I have no idea - you would need to call e-Bay.

@shocking_metal what @katzrul15 stated is true, depends on when the listing was made to when you came available for TRP. If by chance the listing was created after you are TRP then the discount should be applied to your trasaction details at time of sale - TRP discount is applied at time of sale in Managed Payments, that discount will be shown where I highlighted on the image, ebay made changes recently to the details you see, the discount is shown now as "Special Promotion" @dhbookds

Could I ask what you mean by FP? I think it is possible the listing didn't qualify for TRS+ when it was first listed because I was still trying to figure out how to list it as TRS+. However, I was already TRS before I even listed the item. After listing the item, I figured out how to change the terms to TRS+, and when it sold, was sold under TRS+ terms.
What is stranger is that listings after the first listing that qualified for TRS+ automatically, but I still didn't get the 10% discount applied.

it's TRP - TRS is not the same thing, TRP is a listing choice, TRS is a status you earn - TRP listing qualifies if you offer 30 day or more returns and if you offer same or 1-business-day handling time.
If you feel the discount should have applied, then you need contact Ebay CS via phone or chat, maybe better to contact Ebay Managed Payments.

When payments were handled by PayPal and eBay fees were billed monthly, the TRS+ discount was credited once a month, I believe (don't remember exactly when). Now that payments are handled by Managed Payments, the TRS+ discount is probably still credited once a month (and I don't know exactly when).

NO! ALL fees/discounts are credited at time of sale in Managed Payments. There is no more monthly invoice in Managed Payments either.

Ok, I’ll try that. I’ll provide an update if you want. Do you know if the number on the bottom is the same general CS number or a special one for payment disputes?
