I recently have attempted to have a negative feedback removed from an unreasonable buyer that expected an immediate refund during the holiday shipping rush when USPS had posted a shipping delay. Needless to say eBay is doing nothing to resolve the issue. I provided full refund within what would be a normal period of time. How do you get eBay to respond to anything?

You're right. That is a violation.
But like you, when comments are involved, often times we will only see the comments of the original FB removed and the comments remain.
To clarify, comments can't be removed and remain.

Without knowing more about those specific situation I can't offer any observations. I can only share that is not how the rule reads.
You may want to check with Castle. She referred to a posting by Trinton explaining more about FB removal, she may have a link to it. I believe he also addressed this issue as well. There were a couple different postings on this subject by Trinton in the last couple months, so I'm not sure if she has them all, but you could ask.

I almost feel sorry for trinton, always getting tagged in.. Mind you, he does demonstrate why he gets paid and volunteers don't, he knows his stuff.

I don't get why mentioning that you had a bad enough experience with the seller not helping that you had to go run to eBay for them to force the seller to do the right thing.....
A long time ago i left a feedback....
"No item. No response to emails asking where the card is. I cannot recommend this"
they responded....
"We responded to every email and refunded when the item did not arrive."
my follow up
"No, you refunded after I escalated case with PayPal! bold face liar!"
Why is that not something others should know? They just don't care and only when forced do they do anything.?

That has not been my experience. And while it has been awhile, I have offered this same advice to other sellers in a similar position and the FB was removed. But I don't have any of the details anymore so I can't support that statement other than to say we have different experiences in regards to this.
Yes that’s been what I’ve seen happen often as well. But that’s not the policy. The policy is just that the comment qualifies. The reps who are removing the full feedback are doing so in error
The written policy leaves that a bit open ended. It says that it MAY, Ebay uses that word a lot to leave themselves room to move. But like you, when comments are involved, often times we will only see the comments of the original FB removed and the comments remain.
It says may as in The comment may or not be removed. However the policy is pretty clear. Here are two screen shots the first is from the feedback removal policy and the second is from the member to member contact policy that the appropriate section of the feedback removal policy links to. It says while inappropriate comments are removed the rating isn’t.

I don't necessarily disagree with you. But it is also important to know that the rules for what can and can't be removed in regards to FB are not all contained in one Ebay policy. There are a handful of them. They are somewhat consistent, but there are differences between them as well.
I'm working on getting this some attention at Ebay so that we can have one place to go to that has the complete information on the subject. But it all takes time.

It pretty clearly bars feedback which says "ebay/paypal/police is investigating this seller".

I’m aware in fact the screenshots are from two different policies but the two make it clear to me. I don’t see any other way it would be interpreted. It starts with the feedback/defect removal policy which states
When you go to the member to member contact policy it references is when you find this under “feedback containing inappropriate content” which would be the applicable section.
“These types of feedback comments may be removed:”
“Feedback that includes references to law enforcement investigations or eBay or PayPal investigations”
