Seller won the bid, but didn't pay because they weren't sure if they wanted it or not.
Waited a bit, and told them to just cancel it. They didn't cancel it, and stopped responding to my messages.
I ended up selling it a week later. Now I'm stuck with the fees for both sales, and my account is on hold.
The item was my old phone so there's no way to contact eBay through phone.

eBay won't be able to help you by phone on this...
The first listing ended Apr 1, and you'd only get your fees back if you filed an Unpaid Item Dispute within 30 days. (apparently you didn't)
And did you yourself 'cancel' that sale?
With the choice of "out of stock"?
If so, there's a good chance that defect has harmed you.

Agree with Lynn, but if you want to try you can contact them on the ebay for business facebook page.......don't give details, but say you need some help and someone should contact via email.

Buyer can request to cancel, they can't just cancel. If you didn't ask them if they wanted to cancel, that may be why you did not hear from them.
You can't just relist an item that has been sold when it has not been paid for. Well, you can, but you are not supposed to. That is so you don't wind up with two buyers, both of whom pay, and you only have one item. This can guarantee you negative feedback from the buyer who doesn't get what he purchased.
You open an Unpaid Item Dispute 48 hrs after the listing ends, and you can close it 96 hrs after that. This gives the buyer a strike and you get your fees back.
If you are going to be selling more items, you need to read about Ebay policies; knowledge will help you avoid these situations.

The Unpaid Item Dispute is still the best way to handle a buyer who doesn't communicate and refuses to pay. Yes, you have to wait. But it's much cleaner than the cancellation process, which requires selecting a reason why you're cancelling, buyer has to approve, etc. The UID gives the deadbeat buyer no say and no leverage over you.

Are you sure tha you weren’t credited for your fees for the first sale? If you used the cancellation qprocess and it said something about the buyer having to agree, you should have been credited. The wording that eBay uses is very generic and often there isn’t a way for the buyer to agree so even if you didn’t see an official agreement, you should have been credited fvf.

If you just cancelled, you don't get your FVF back. The Unpaid Item Dispute would have given you your fees back.
And you need to know what reason you chose for the cancel as you may have just received a very serious seller defect that can cost you your selling privileges.
