Not necessarily  true. Had the same situation last week, and buyer replied:
 "Just 1 thank you for noticing"

I think between their paying for two and responding to your message with a simple "Yes," it's clear enough that they did intend to receive two copies. 

While they may do their own cherry-picking and return the one they don't want (and you did offer to do that for them yourself), I think you should just drive off that bridge when you come to it. 😉 Ship both and hope for the best.

I think you're doing the right thing.  It would never occur to me to question an order with multiple quantities.

List, sell, ship what is ordered, repeat.
