Ok EBAY this is a total SCAM (NO CARRIER SCAN), all my parts are shipped same day, and """"DO NOT SHOW LATE DELIVERY""""" I can not control what UPS does, we are a big company and they pick up from us everyday!!! It is just another way to get more FEES!!!

Unless you print your shipping labels from eBay you have to enter the tracking number into the ebay system.

I have one also that says uploaded on time but no carrier scan, but when I check the tracking it shows timestamped Post Office scans of the item at every stop. The first post office scan was on time the day the label was created. I'm wondering if this is a glitch. I'll be calling if it doesn't drop off the report by Monday.

There is not "scam" here. Ebay's rules are published on this matter and well explained. You may not agree with them, but that is different than it being a scam.
Work with us here on this thread you started and we will likely be able to help you resolve your issue. So please answer this one question and then we can move on from there to finding your resolution to your problem.
Where do you buy and print your shipping labels from?

Yes it is, we are a large company have freight trucks, UPS, USPS all come to our shop and pick our shipping up everyday. We have our own shipping arrangements, (do not buy through Ebay),.
When I bill , ship, and the customers delivery arrives ON TIME (VIA TRACKING) , that means WE DID our job.
We are being penalized (so fees can be raised) for something out of our control, NO ans ifs or buts about it.
Billed, shipped and received on time,"" in most cases early"", look at my feedback, it says it all !!

I get all that, but for Ebay to know about the tracking it has to be uploaded to Ebay.
Do you have someone upload the tracking numbers to Ebay on a daily basis?

All my tracking is loaded by 4pm EVERY night, and if I can not ship that day I will bill and ship the next day but I NEVER bill unless I know it will get out with a tracking uploaded to Ebay

Is UPS failing to scan the packages as they pick up each day?

Part of the UPS service is to do the scanning. You pay for that service, it is part of the price you pay for the carrier. So you need to get on the phone and get UPS to do their job in which you pay them to do. That is the place to start. You are putting the blame on Ebay and Ebay is not creating this issue for you, your carrier is.
