NO IMPROMENTS IN LISTINGS IMPRESSIONS AND CLICKS AFTER KEEPING 25% PROMOTED ON ALL ITEMS, can someone please share how to get this done so I can get more views and click on promoted items.

You don't provide a lot of information in your post, so it's hard to say. I would just say that ebay considers a number of factors when deciding whether to show an item as a Promoted Listing or not, and your rate (whether 5% or 25%) is only one of them. In this case, I suspect your low positive feedback percentage is not helping you, and it is possible that the discrepancy between your registration address (India) and your ships from address (Texas) might also be a factor, although I can't say for sure if ebay looks at that when deciding on PLs.

When ever I see that the seller is in one country and the item is in another country,  I avoid buying from these types of drop shippers.  However your shop is very beautiful and hope things will pick up for you. Happy Sales.

Most US buyers won't buy from international sellers; especially with;

Feedback issue (75%)

Feedback comments ie. item took forever, still no tracking, item fake etc. 

Your last feedback comment being a negative; buyer still has not received or even got a tracking number from you; 

What are you going to do about that last feedback?

Your account has issues with buyer feedback over an extended period of time. That would lead me to believe your metrics are not solid in relation. Raising the promoted listing rate is but one factor for Cassini to promote your ad. 

Since your account is low volume activity I would start anew and take it serious. Youlll get out of it what you put in.

It looks to me with a FB score of 75% that you are one step away from being PERMANENTLY Suspended. I have NEVER seen a low score as yours. I would not worry about   "NO IMPROMENTS IN LISTINGS IMPRESSIONS AND CLICKS AFTER KEEPING 25% PROMOTED ON ALL ITEMS!!" (by the way its spelled Improvements) 

and work on your FB score.   Your Drop Shippers WILL kill your Selling Future here on eBay.
