My payer account still provides the document. When I chatted live with ebay I was told I could sell. I started selling. Will this be a problem??

No problem at all. If ebay told you that you can sell, sell!

Yes, lots of problems for Sri Lanka. You have to register as a business and pay fees and taxes.
