Hey, I sold an item back in december to guam for about 2.5k. The item was then lost by usps and buyer opened up an inr claim. I opened up a missing package claim and nothing, ebay ended up refunding the buyer yesterday. Of course the package now gets found today and appears at his local post office. I have put in a package intercept but not sure if thats going to work. What are my options here as ebay already refunded the buyer. Am I just out 2.5k and the buyer gets the item?

Sad to say..but yes. You can try invoicing him, for whatever that is worth. Maybe your intercept will come thru tho.

If the intercept fails and the package is delivered to the buyer @yousayahhyes , file an appeal after delivery. This assumes you added the necessary signature confirmation to the label because of the item's value.

Edit to add: You can also contact the buyer and ask them to refuse delivery, or if they still want the item ask them to re-pay. Easily done by setting up a new listing with 'local pickup only' so you don't have to ship anything or you can arrange re-payment offline through PayPal, Zelle, Venmo, etc.
One way or another I hope it works out - come back to let us know what happens.

Sorry but EBAY does NOT have a way for you to get paid AFTER refund is given. Only thing you can do is contact the customer (hopefully they are honest) and arrange for them to pay you through PayPal or another way.

When I click the link to appeal it says this case has been closed and cant be appealed.

If it is showing delivered there is no way that the intercept will be successful, if it's still in the hands of USPS there is still a chance, maybe slim but still possible.
It might be worth your while to directly contact the local PO in Guam and alert them to the existence of an intercept order. The last thing you want is for them to deliver and then notice the intercept AFTERWARDS.
Probably the best you can do is to just tell them the order is in effect and they need to look it up NOW.

See if that changes after there's a delivery scan with signature confirmation.
If it doesn't change, and if the buyer is not willing to either refuse the package or re-pay, you can contact eBay by sending a DM to one of their social teams and ask them if you can appeal. I'll say it again: don't do that until after there's a delivery scan with signature confirmation.
I'll also add, since it sounds like eBay was asked to step in, if you never responded to the non-receipt claim while it was open then you may not be able to appeal. Did you respond to the non-receipt claim while it was open?

Yes once the refund is given, the case is closed permanently.

In the real world...item found...and if handed to buyer...eBay should return the payment back to you.
I would think that's only fair...and would fight that...after all, eBay ended up refunding the buyer.

OK well in the meantime do what's been suggested:
Call the buyer's local PO to follow up on the intercept claim - it's 9:55am in Guam right now so you'll want to call immediately before the package is delivered - see if they can catch the carrier before delivery.
If that fails ask the buyer to refuse the package, or to make re-payment arrangements.
Attempting to appeal the case outcome should be the last resort if all other avenues fail.
