Sold this https://www.ebay.com/itm/153089169240?ul_noapp=true and as suggested here, put terms in the listing stating, "Paypal is among my accepted payment options except for local pickup." This morning he paid with Paypal. Yesterday we messaged a few times and I mentioned to him to pay on pickup and he is coming today to get it. What's the best way to handle this?

Great to see everyone working together to share their knowledge I did want to add that we actually do offer protection for local pickup only items, it just works a little differently as we know there will be no tracking and the buyer generally has a chance to inspect the item before accepting it. Should there be something that needs to be taken home and tested (large kitchen appliances are a good example) then the buyer would still be able to pursue protection through the eBay Money Back Guarantee as long as they meet the other eligibility requirements. Payment is an important factor when it comes to eligibility, and a cash payment is not something we can cover. I recommend making payment through the eBay checkout system when you are retrieving the item and don't hesitate to reach out to customer service if an issue arises.

This is from a blue in 2016. So if a buyer pays other than cash on pickup, he still has buyer protection.
So does that mean he can open a claim and get his money back.

Taking paypal did not work well for this seller - from 2017.
Just to add my $0.02 to this: as a seller I am currently in the process of getting screwed by ebay/paypal on a local pickup deal.
My item sold on 1/5, the buyer paid via paypal the same day, and picked it up on 1/7. The seller left positive feedback and the transaction is not in dispute.
After a couple of days had passed and the payment was showing as "on hold" in paypal, I investigated and found the payment will be held for 21 days unless I mark the item as shipped, in which case the hold is only supposed to be 7 days. So I marked the item as shipped on 1/7, waited a week, payment was still on hold. Last night I called ebay and argued with them and they said they'd "manually release" the payment and on ebay's site it now says my funds will be available today.
But on paypal it still says the funds are on hold so I called them. Not only would they not release the funds, but the rep said the hold was for 21 days *after the items is marked as shipped*.
So for no good reason at all, Paypal will be sitting on my money possibly for several more weeks depending on who you believe.
Bottom line: if you're selling, don't take paypal for a local-pickup sale or you may be forced to wait for your money for a LONG time.

When you're googling these cases up, have you found even ONE where a seller did local pickup, then buyer got his money back without returning the item in the last decade?
This is of course what sellers are concerned about with local pickup, and it was a known if not common scam years ago. But since paypal and banks began taking identification seriously, there have been very few reports of such thievery.

Not sure why ebay needed to push online payment on local pick up , when the buyer will have their hands on it to look it over first before doing what ever payment agreed to by both partys . the buyer could easy refuse to pay if they found a issue with the item on local pickup .

Could have been. But it was because he had no tracking. So ebay recognizes you would not have tracking for local pickup, but it was still held against him for not having it. So instead of 4 days wait, he had to wait 21 days.

That is consistent with the latest wording of the policy. In fact, I believe it was in response to the latest wording of the policy.
Frankly, I think boardies have been misinterpretting both the paypal and ebay buyer protection clauses all along, and that buyers had protection under certain pickup situations all along. But it was never tested because nobody (buyer or seller) reported having any problems for years.

And that is why I suggested the OP cancel and relist.

It's as prudent as taking it on any eBay sale. There's some risk regardless, but apparently buyer fraud is very uncommon in local pickup.

That's not allowed.
Sellers are free to attempt to enforce a "cash on pickup" policy, but they should be aware that eBay does not support it.

But do they allow it. And if they do, why wouldn't a seller take advantage of at least having one type of listing problem free.

You cannot force or tell a buyer to pay with cash nor can you put that or cash only in a listing. This is not a new policy been like that for years. Buyers are allowed to use PayPal and sellers must post with PayPal and a payment option.
It is the buyer's choice how they will pay.
Telling the sellers otherwise is setting them up for multiple violations if the buyer reports them or ebay finds out.
