Sold this https://www.ebay.com/itm/153089169240?ul_noapp=true and as suggested here, put terms in the listing stating, "Paypal is among my accepted payment options except for local pickup." This morning he paid with Paypal. Yesterday we messaged a few times and I mentioned to him to pay on pickup and he is coming today to get it. What's the best way to handle this?

You can accept paypal or cash it's all the same, Paypal's user agreement specifically excludes both buyers and sellers from any protections on local pickup items. Simply mark the item as "shipped" after the buyer leaves with it and you are done.

You did not setup the listing correctly.
When listing the item, select the "Pay on pickup" checkbox in the payments section, select "No shipping. Local pickup only" in the shipping section and place this text - "Contact me for payment methods to pay on pickup." - in the item description.
You will still need to select PayPal or one of the other payment methods... eBay requires you to select at least one of the approved payment methods.

Thats exactly how I set it up. "Contact me for payment methods to pay on pickup." - in the item description or "Paypal is among my accepted payment options except for local pickup." Says the same thing. That still doesn't block them from using Paypal.

Then you tell them this is local pickup cash only per listing.
You will need to cancel this as problem with address and relist it. Buyer is then free to repurchase as per instructions. And then to contact you to set up an appointment to come, pay you in cash, and then take the item home.
It is the only way to protect you against INR.

Cash only for pickups is for a good reason. It's to protect you from chargebacks. The buyer is now able to file a chargeback on their credit card (if they put the payment on their credit card and automatically win by claiming it wasn't received, or it's not as described. The only proof of delivery on eBay is tracking. And some credit cards will only accept signature delivery, even if the item was below the eBay $750 threshold. And caChing! PayPal will charge you $20 for the chargeback.
Cross your fingers the buyer is honest and won't file a claim. But he's getting off to a bad start in my book already because to not abide by the rules is dishonest. So what else will he be dishonest about?
Now for the good news, he probably just wanted a paper trail where is money is spent so I would just proceed as usual.

Yes, that's why I asked why the last post said there is no INR for local pick up.

Just to clarify, PayPal doesn't protect you if the buyer files a chargeback directly with their credit card co. Nothing prevents them from doing that. Their credit card co will overide PayPal's buyer protection. For example, on an eligible purchase, if a claim of unauthorized use is made by the credit card co they'll take back the payment, however eBay will restore it under seller protection if you can prove it was delivered to the address provided. For purchases that are not eligible for buyer/seller protection neither eBay or PayPal will protect you from the chargeback. Items that are collected in person are not eligible for PayPal protection.

Actually if you have tracking and upload it into the paypal case and the address matches paypal eats the chargeback.
Many times the customer hasn't even initiated the chargeback in the first place.

Yeah, well if the seller mailed the package there's no problem,,,,, but the topic ongoing is the buyer paid with PayPal and it's not going to be mailed with proof of delivery,,,,,,,,,
So back to their dilemma....they need to know they aren't covered in a chargeback if they accepted PayPal.

eBay still requires sellers to offer an electronic payment for local pickup, and to accept that payment if the buyer pays that way.
However, most buyers understand that cash after inspection is still the norm for these transactions, and hopefully your buyer pay cash if you refund his paypal payment.
Both paypal's and eBay's wording regarding Buyer Protection for local pickup is deliberately vague; for example, neither addresses the possibility that a seller might not allow pickup after receiving payment. Credit cards of course allow buyers to request chargebacks on local purchases all the time. So I have no doubt a buyer could force a refund; on the other hand, I can't recall the last time I've seen a seller come to the boards after being scammed in a local pickup.
