How could a buyer open an"Item not received case" after 3 months of the purchase? E-bay sellers guideline says that a case can be opened for 30 days after the estimated delivery time. Estimated delivery fell between Tue, Dec 29, 2020 - Tue, Jan 12, 2021.

30 days for item not as described. 180 days for item not received. PayPal also 180 days. Based on how long a buyer can file a credit card claim to get their money back.

On eBay, the buyer has 30 days from estimated delivery date to open an item not received case in the Resolution Center.
The deadline for opening an item not as described case is also 30 days with eBay.
If the buyer paid with Paypal, he has 180 days to open an item not received case with Paypal.

If your tracking shows a Delivered status to the City and ZIP of the address you received with the payment, you should still be covered. Upload the tracking number to the dispute where indicated.

They can still open a case, but they are only covered by the MBG for 30 days past the estimated delivery date.
If they paid with Pay Pal, they have 180 days from the time of payment to file a claim.

EBay will allow a case to be opened after 30 days, but only to allow the buyer to communicate with the seller. There should be an option to decline. EBay has been extending timeframes due to the current pandemic. Does tracking show "Delivered"!
