It does not work listing.

When I listing It automatically save as draft. because my payoneer account is doesn't verified. I send all the document to payoneer account. It is under review. I sent two mails to payoneer. Since now they didn't verified. What should I do? How I listing on Ebay? Is there a any method to do it?

Actually, you can't listing on ebay until Payoneer verify your account, there is no other way.

You can't sell anything until you have a way to be paid.

It takes a few weeks to get everything approved.

Have you done all of this:

Register in Sri Lanka as a business
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Sri Lanka requires you to have a business license for online selling.

You can sell on either a personal eBay account or a business eBay account.

What type of eBay account did you register? You need to link the same type of Payoneer account to eBay. You must link an Individual Payoneer account to a personal eBay account, and a Company Payoneer account to a business eBay account. 

Payoneer lets you know right away when you're successfully linked to PayPal. After Payoneer shows you're successfully linked it takes eBay 2-4 weeks to activate your account. You will receive an email from eBay saying you're all set when you're able to list.

After you link Payoneer for payouts you'll need to attach a debit or credit card for seller fees that aren't taken from your payouts.

You must have a payment method that is approved if you are looking to sell. Once payoneer approves you, you will have to wait several weeks to be approved by Ebay.  You also need a business license in your country.   Once Payoneer gives you the okay, why not check out the seller school?:

This is a valuable and important tool that can teach you what it takes to be a seller on Ebay.  You can sign up after payoneer approves your account, that way you'll have time to study while you wait for your approval from Ebay.
