Ebay app says delivered, but usps tracking says forwarded

After the buyer paid for shipping they messaged me and wanted to meet locally to pick up the item.

All of the correspondence was done through Ebay messaging. I assumed that if they left positive feedback after I met and gave them the item the funds would be released. When or how can I get Ebay to release the funds?
