I had a buyer that requested (made an offer) of half of a reduced price I had on and item. When I replied "No Sorry" He replied with a rude comment and called me a name. I did a "blocked bidder" on the guy but is there a way for ebay to cancel his account for his actions?

eBay does not have any rules about being rude. Blocked bidder list is about all you can do. Best to just not reply to such people.

Technically you just did but if you are asking if it matters if you report directly to Ebay, no. Unless it was a threat or left in feedback, just move on and forget.
And technically he did not buy.

I guess my question is why give a hoot? They're clearly a sad, irrelevant individual to behave like that. Don't go to their level. Block and move on. You had to deal with them for a moment. They're sad and irrelevant for the rest of their life. You've already won.

Did they actually buy anything from you? Buyers are not buyers until they pay you. I would block and ignore them. Move on.

A buyer must commit multiple offensive and egregious acts for there to be any response from eBay. Suspension is nearly unheard of.
But to more specifically address your concern, you can make a report, but it depends on what the eBay member said for action to be taken by eBay. Hate speech, threats of harm, or profanity are against eBay policy. See the links below for more information.

It doesn't appear you use OBO on your listings, at least none of your current ones. I quit using OBO long ago simply because of things like this. I still occasionally get an unsolicited offer but just simply ignore it.
