It's a credit card dispute fee.

I should have been more detailed about my question, sorry.
This $20 fee is charged by eBay to the seller when a buyer has a dispute. Ive never heard of this, Ive been selling here for over 5 years and never had a dispute.

If the dispute comes through eBay - Item not Received or Item not as Described - there is no additional fee.
If the dispute comes through Paypal - Item not Received or Item not as Described - there is no additional fee
If the dispute is inititated by the buyer as a Credit Card Chargeback - (outside eBay or Paypal control) if you fight the CCCB and lose then the CCC charges additional $20.00 - if you win - there is no additional fee

@dougsvintagestore If a buyer brings a chargeback with his credit card company, ebay ---as the seller's payment processor---IS involved , and it is ebay that charges the seller the $20.00---IF the fee is charged.
So, again, if the matter is handled directly by ebay, no fee. If another entity (such as credit card company) is involved, ebay can charge the $20 fee. I don't have time to check, but I think ebay refers to ebay handled matters as "claims" and matters involving credit card companies or other entities as "disputes"....

I too was recently charged a $20 Dispute Fee. Buyer in France bought a $1000+ item and complained it had not arrived 10 days later and opened the Dispute. I showed the tracking info listing the package as arriving ahead of schedule to the buyer. I was given the option to defend myself, or issue money back. If I issue the money back, the buyer would have been able to get the refund and have the item since it was still in transit.
The item arrived three days later and the buyer was refusing to accept the package due to customs/import fees.
Long story short, the item finally returned to me and I was unable to issue a refund to the buyer since it was already locked in the Dispute! I would have happily sent the refund. But Ebay has forced this $20 fee on me!
