I have slightly over 500 listings. I source mostly from garage sales and take it easy in the fall and winter. My listings will decrease. Since ebay increased its basic store fixed price listings, is it worth it for me too downgrade my subscription?

We did when e-Bay allowed us to do so without penalty - with all the listings you now receive on a Basic store, Premium made little sense. If would seem it you only have 500 listings, it would make sense for you also. When is your store subscription up? You would need to do it when the current subscription is ending, otherwise, there is a penalty to downgrade.

I downgraded 2 of my accounts when they were up for renewal. Too soon you get penalized/
Looking at the two choices side by side, Basic and Premium I thought the choice was pretty clear.
I run less than 1,000 BIN on each account and never run auctions.
Stopped running auctions years ago. Not an issue.

The penalty is less than $20.

Strictly up to you - it is a nice savings every month and there are so many free listings now, even with a Basic, that I do not have any issues, etc. Nothing changed relative to visability, etc.
The only thing I will say is that there are changes coming soon to promoting Stores, Stores layouts, etc. I have no idea if each tier of Stores get the same things as regards these new changes or not. A Premium store might get something over a Basic - I am not really certain. You could always go back up without Penalty, but down-grading, there is a penalty unless done at the subscription renewal period.
Good luck with whatever you decide. I am pretty happy we downgraded - it made no sense with the listing enhancements to Basic for us to stay at Premium.

I appreciate your advice! I decided to downgrade. As you mentioned, I can always upgrade again 😀

No doubt it is worth changing to the Basic store. I did over a year ago and have saved every month.
Plus with most of my listings in collectables I get the free 10,000 extra listings every month. The timing of Managed Payments was perfect. No more playing games with GTC.

I downgraded to Basic Store too a few years ago when I noticed the perks of the Basic Store changed that it didn’t make sense for me to stay at Premium. The math didn’t make sense for me with Premium. Luckily it coincided with my yearly subscription expiration. Totally worth it so far.

I downgraded when my Subscription came up for renewal.
Since I list both here and on eBayCanada, I get twice as many free listings for my subscription price. Even so the promotional Free Listings mean I haven't used any Store Listings for over a year.
The Canada thing is available to any member.
You have to list in Canadian dollars /loonies. Remember to allow for currency exchange.
You have to use Flat Rate Shipping from an International Location.
You have to ship to Canada.
Your listings will show in the USA with both USdollars and loonies as the price.

Althogh, at a certain point, the difference fees may make closing now cheaper.
