Is 'doesn't work or defective' the same as 'not as described' (For sellers?)

I had to pay the return shipping, so I am assuming it is (which is also bad for metrics)- but just wondering if anyone knows for sure??

Doesn't work or defective, damaged, doesn't match pictures or description are all included as NAD where the seller pays return shipping.

Didn't like it, doesn't fit, changed my mind, bought by mistake...are all remorse returns ..buyer pays.
