My eBay account is enrolled in GSP (I double checked this)
But I got an order from New Zealand with New Zealand address ?
Why is this happening ?
I've shipped couple of orders to eBay KY airport hub for international orders, but this one want me to ship to New Zealand directly with an US domestic price ?
Can anyone shed some light on this ?

Can you post an item number for the listing?
You have some listings using GSP, some listings that you ship direct using eBay's international service and also I think some that don't have International shipping specified but also don't block foreign buyers. I also saw at least a few listings offering "Free International Shipping".

How did you find out all those international shipping listings ?
I need to learn to find all these listings and check them one by one

Since you have so many listings any info I could glean was pretty general indicators rather than any specifics.
A couple of methods to see the effects.....
Using the "see other items" link to produce a list then change the url to .ca or .au or .uk
Or using the same link stay on .com but change the ship to location to a different country

Ship to location ?
I don't see ship to location in the left panel though, I only see item location
Can you tell me where to find ship to location to specify other country ?

No issues in GSP for us so far! Hope you figure this one out!

No, something definitely wrong with GSP
I got another order from France with France shipping address, but I double check the listing, it is set up for GSP.

As the other poster mentioned, some of your listings are set up with eBay international standard delivery instead of the gsp. This includes 2 items sold yesterday…one sold for 16.12 with free international shipping and the other for 25.10 also with free international shipping.
There are times when the gsp will disappear off the listing but it doesn’t substitute it with another service so I don’t think it is a gsp issue. Is it possible that you have a template that keeps getting used that is using eBay international by mistake or perhaps a business policy that’s incorrect?

No , there is definitely problems with eBay's GSP
I check 1 listing with GSP turn on and my account is for sure enrolled in GSP.
But the listing I had GSP turn on still taking order from German with international shipping address to German.
This is not right .. .

Enrolling in GSP and having an individual listing set up to use GSP is 2 different things.
Each and every listing needs to have the following:
Check Marked box for GSP
No other International Shipping chosen
Weight and Dimensions of the item
Countries that you used GSP NOT excluded

3 random picks of your 'sold' listings show that Europe and most rest of the world is EXCLUDED.
GSP does not work when you exclude countries (or entire continents...ie. Europe)

"No other International Shipping chosen" ?
Do you mean I should not even select "eBay International standard delivery" ?

Not at the same time.
You are either doing the GSP (Global Shipping Program) or you are not.

I see, once I change other shipping option to none .. it works .. Thanks so much ..

Your account could show that you are using the GSP but obviously each listing is not set up using it. You can pick and choose which listings are using it and which countries you want to use it for. When the GSP is being used it will override any other international shipping method so if the gsp is checked off for that listing and for the buyer's country, that is the only option that buyers will see.
