If I put up a fixed price listing for free does it change to 35 cents for the listing after the first month? I'm talking about "good until cancelled".

Depends on a.) do you have a store, how many do you get with your store (listings) b.) Everyone gets X amount of free listings- after that amount is used, then you are charged. It will state what you get, how many, how oftern, what type (auctions vs. bin etc.) in your Seller Hub.

Any listing that goes OVER your FREE allotted monthly listings will be charged a listing fee every month.

You have no store so you get 250 free a month.......... BUT......if you list 250 in the lst month and sell none, the "old" listings will be automatically relisted the next month.........so if you list anything new that 2nd month, it would be charged @ 35c for each new listing........

It sounds like you have used up your FREE listing. ie(250) Every listing over that limit, You will be charged .35.
Lets say you have 250 free listings and every one over your 250 will cost .35.
So if you go over your limit by 100 listings. ebay will charge you $35.00
You listing will return to 250 free on the first of every month.

Each month you get 250 free insertions that can be used for new listings, for relists, or to cover the monthly rollover of a fixed price listing. Fixed price listings roll over each month on the same date that they started, and on that date they will use up one of your free insertions if available; otherwise, you'll be charged 35 cents on that date.
