Tracking shows item delivered to buyer's city. Buyer says the item was not received. I uploaded tracking for case. eBay says the case is awaiting buyer's response. Shouldn't it just close in my favor after uploading tracking that says it was delivered? What else can be done by the buyer through eBay? I also asked the buyer multiple times to request his local USPS to GPS the delivery location but he refuses to do so. Says I need to do everything on my end and just demands a refund.

Just wait until the time window to act expires. I think it's 5 days or 5 business days. Yes, it's a lame formality of ebay's to not process it right away since you are protected by seller protection. An "ask ebay to step in" button will appear after that time window expires. Then process the INR thru that button and the case will go "under review". Sometimes it takes minutes, sometimes 48 hours for ebay to find it in your favor.
At least know your protection is secured, it's just a waiting period now.

It often takes a little time to auto close. How long ago did you upload the tracking information into the case?

There are cases sometimes where tracking shows delivered, but the delivery was to the wrong address.
You need to get written evidence from the carrier, USPS or whatever, that it was delivered, BUT NOT TO YOUR ADDRESS and you need to present this evidence to eBay. The carrier will not tell you where it was delivered but will verify that the address was not yours.
Also, there are porch pirates abounding at this time of the year. Could it have been stolen from your mailbox or doorstep?

The OP has responded to an INR opened by the buyer. If anyone needs to do all that ^^^^^ it would be @yellow-snapdragon 's buyer. The OP is not a fake tracking return scam victim at this point either.

I just uploaded prior to posting this question. I've had this happen one other time, I uploaded tracking and they closed the case pretty quickly, not sure why it's "waiting for buyer's response".

As I am in Montana and buyer is in Texas, it should clearly show it was NOT delivered to me. And as far as I know, porch pirates are an issue on buyer's end. Buyer should find out where it was delivered and file a claim with USPS.

As others mentioned since you have uploaded the tracking information showing the item as being delivered there is nothing more for you to do at this point other than wait for eBay to close the case in your favor. There is also little the buyer can do through eBay at this point and any issues with USPS needed to be worked by the buyer from their end.
Not sure where your buyer is located but this could possibly be porch theft or a dozen other things that could have gone wrong with the actual delivery. Hoping this is a domestic sale and not an international one.

This item didn't go to a "freight forward" address in Delaware, Florida, Oregon, etc. to another country?
Stop responding to buyer with emails. Let eBay do its job.
Look at ID of buyer...are they in the USA?
And if they are in the USA...you are not responsible for porch pirates this time of the year.

So it was delivered to his city but was it delivered to his shipping address? If the package was delivered to his address you will win the case. If it was only delivered to his city you lose.

I always tell the buyer to ask the family and neighbors if they have the package. There have been a lot of PO thefts. If the buyer lives in a city where a postal worker was robbed, it might be HIS package.

For me, It usually takes 2 or 3 days to close in my favor.
