Need some help here.
Buyer contacted me October 24th to say that her item was not delivered. Tracking shows delivered on September 29th. I emailed buyer the tracking (ebay uploads automatically anyway) and did confirm address sent to. Buyer emails me back to say this "I STILL HAVE NEVER RECEIVED THIS ITEM!!!!! I don't care if it shows it was delivered. I HAVE NEVER RECEIVED IT!! Please replace and have me sign for it when it comes. Thanks."
Signature for an 8 dollar item is not happening. Regardless, I am not inclined to send a replacement. I ship with tracking so I don't have to go through events like this.
I have not written her back yet since she wrote me last night.
Any thoughts on how to respond back?

Trust is earned. Not given. Some of these posts are the blind leading the blind. Not knocking anyone, but if you have 3000 feedback, been on ebay for 10 years, complaining of no sales, and can make 500+ posts in a forum complaining about not selling, your not a salesman!

ignore, add to your bbl, and if she files INR make sure to answer it and provide the tracking number.
and do not give her any of your money

A chargeback seems unlikely. I believe CC companies only give so many trips to the pig trough before the customer is cut off as a bad risk. No one in their right mind is going to risk that over an $8 purchase. Right?

The seller is protected if the buyer files an INR chargeback because there is tracking that shows delivered.

I've had that happen to me for a $10 item. I was very polite in my response to the buyer because I assume they are upset because they really didn't get the item they paid for, and they are displacing their blame and anger on me because they didn't know any better. I told them to please check with USPS, their neighbors, and other locations where the package might be. I told them I would also check with my local post office. I explained to them the USPS makes mistakes all the time. I didn't hear back from them. I assume they either found the package or decided to just let it go. Perhaps my being polite about it helped if it was the latter case.

you have said enough.... if it was delivered ..then it was and she would need to look on her end,...you block her and do nothing until any case is opened...then you upload the tracking info...and she'll lose.

I am sure hoping you resolved this by now and in your favor. My advice to you is do not do ebay business through emails. I advise this and ebay advises this. Delete your ebay emails or block them as many users do. The messages are records and ebay can easily read the communications between buyers and sellers to see what both parties have written. Go through ebay's messages always for any communications. Ebay will contact you through messages also so don't use your emails for business. Not for ebay and not for paypal. Those messages are your friends.
Energy surely flows where attention goes.

When I get one of these I respond,
"Sorry you are having difficulty locating your package. I will be calling the local P.O. and asking them to report where this package was delivered. I will ask them to do a GPS scan as well to find the location. Please check that someone in the household possibly misplaced the package. I will be back with you shortly when I get some info for you . Thanks for your patience." And, I get back with them and assist them in locating it.

IMO, by looking at his great feedback, and also from reading the OP's first and subsequent posts, his communication with his buyer, even though he said "email", was more than likely through eBay messages.
Nowhere did I see him say he did any eBay "business" through emails.
My advice would never be to tell someone to delete anything.
eBay messages come (at least to me) in my email.
Responding to the message via eBay also comes in my email.
Save everything.
You never know when you'll need it. 🙂

If she is telling the true or not, is not your problem if tracking says DELIVERED, you have done your job.
eBay and PP only sees that...what the tracking number says.
If she is lying, or someone stole the package from her box is not important to you, the only problem is that red dot she will leave.
I would call eBay and let a represenative to make a note on this, she will leave a negative feedback and you will need to get with eBay for removal.
