A few weeks ago, I made a discussion about me being a new seller and was doing pretty good on my first few sales, till some reshipper/scammer/suspicious person lept purchasing my items within seconds of posting them and I cancelled them because their ebay info and paypal info didn't match at all, as well as names. Ebay was charging me for every cancelled transaction, which they're not supposed to do.
I must have called ebay and paypal almost every day since then two weeks ago, and all I've been doing is running around between these two horrible companies. I just called yesterday to ask again, because they noticed that I was paying fees for items that I cancelled (which I shouldn't have,) and a few days ago, two different reps, one said I should be refunded within 28-48 hours (this was on the 28th. I called again the 30th since I didn't get any refund, the person said it was just refunded on the 29th so wait till Monday.
Monday comes, I'm thinking "maybe I will wait till Tuesday instead to check my account for the refund." NOTHING. I called Tuesday (this week), another rep now says that it should reflect on my billing statement on the 15th. WHY? It's my money that they took and didn't fix the situation to. They took my money quickly, but can't refund my money or give me straight answer at all. The worst thing is that through all this, they STILL managed to charge me another fee, of course, on that statement, it doesn't really tell what I'm paying for. I couldn't stop it because it was "automatic" (which I have no idea how that's possible, I would never choose an automatic payment with ebay.)
Also, I told the employee yesterday that I want a confirmation email of our talk and stating that I'm getting my refund, and I never received it. Terrible, terrible service and terrible customer service. I was obviously upset that I'm losing money and possibly getting scammed, and the reps have the nerve to return the anger as well, but just a bit.
Now today, my employee ordered some scanners from ebay (I wish I knew he was going to buy from here, I would have said NO.) UPS says it was delivered, but there was no package. We always get stuffed delivered with UPS, they usually bring it right to us. The only time it's from ebay, it was missing, and I feel like the seller did some type of scam because out of nowhere, the tracking info doesn't work anymore and UPS and ebay said there's both nothing they can do at this time to him.

What reason did you use to cancel those transactions? If you used out of stock, you will get charged the final value fee. You should have just filed an unpaid item claim on each transaction,blocked the buyer,then when you close the claim your fvf would have been credited to you.
Your employee ordered those items today and Ups already says they have been delivered?

I don't know if your buyer was a scammer or not, but cancelling as soon as someone buys from you probably made you look like a scammer. If I purchase something for my dad and pay by having the ship to address his address doesn't make me a scammer, but my ebay name address and the ship to address on the paypal payment will not match.

People purchase items and have them sent to a friend or family member. That does not make them sound suspicious(scammers). That is not a valid excuse for canceling an order.

I've already talked with ebay about the buyer, and they're aware of what they were trying to do and favored my side, but what I'm saying is that it took me more effort to get my side of the ordeal than it should have, and their system did not sort out the kinks as soon as it should, and it still hasn't. Now I have to wait till the 15th to see if anything has been done. I still don't have a definitive confirmation as the email was never sent, so after the 15th, I will report back.

Is that something new? I’ve never heard of someone being charged fvf just because they used the out of stock reason.

Your PayPal address and prepayment address on eBay may not match but after you have paid, both addresses will be the same.

you should come here if you need good advice.Its not your job to try and convince a CSR of something,they are not there to take sides
it sounds like you got spooked by a reshipper and wanted to bail out and cancel
that is poor advice,canceling on a reshipper because you are scared is just not smart,a lot of posters here for the 1st time will google a reshipper address and read all sorts of stories and just fall for the hearsay.I like the reshippers so much that I will be giving free shipping to California this year

If the buyer cancels (requests a cancellation, technically), the seller is not charged an FVF. If the seller cancels (for example, because the item is out of stock) he is charged the FVF and also gets a Defect. ... The listing fee is not refunded, but there is no selling fee.

You do receive a defect for out of stock cancellations, but the fvfs are refunded. What do you mean by there is no selling fee?

I have always understood if the buyer agrees to the cancellation, fvf's are credited,but for oos cancellations fvf's are not returned. Im sure someone will correct me if thats wrong.

Im unable to find that particular link, but I did find this, and it doesnt mention an oos cancellation being eligible for a fvf credit.
Final value fee credits
Final value fees are charged whether a sale is completed or not, however, you may be eligible for a final value fee credit in the following circumstances:

They don't need to match. People buy gifts for friends or relatives all the time and have them shipped directly to the recipients. Spouses/partners often share the same PayPal account, as do parents and children, which can lead to a different name on the eBay and PayPal transactions. I've had people purchase beauty products from me (perfume, scented lotions, etc.) where the name on the PayPal transaction was a man's name and the name on the shipping address was a female name-- it was obviously the wife making the purchase.
You ship to the address on the transaction. That's all you need to do.
