I paid for shipping via the ebay selections and took the package to the USPS to drop it off and send it. The buyer had already paid.
When I got to the post office, I was told that the shipping I selected required it to be in a specific package, and that I didn't have that. I instead, just requested to do shipping through the post office then and got another shipping label from them and sent it. It was delivered to the buyer on the 16th of December, but in my transactions page in Ebay, it still says my payment is on hold, awaiting the package to be delivered to the buyer.
How can I get the payments that are in my Ebay account to my bank account?

This is the message I get when I try to change the shipping label through the Seller Hub: "The tracking number cannot be changed because you purchased the shipping label from eBay label printing platform."
It will give you the option to add the correct tracking number to an Item Not Received claim's case notes.

Yes. The first thing eBay asks is for the tracking number on an INR. They do this even if the original tracking is correct. Hopefully, you have an honest buyer and just have to wait out the 21 days.

find the item, to the right of the tracking #, click on edit, that will give you a pop up that, at the bottom on the left, allows you to add a tracking #. Click Save and continue........

I just did this and now there are 2 tracking numbers associated with the order. One from Ebay from the beginning, and the separate (delivered) one done through myself and the USPS. Should I still message the buyer and ask them to file an INR, or should I wait 21 days to see if the payment goes through?

If both tracking numbers show up, and one shows delivered, you should be good with the buyer.

If the buyer has received the item, DON'T ask them to open an INR... they received it. Yes, now you have to wait.

You can go in and request a refund on the first shipping label. Go to the orders tab in your Sellers Hub and select "shipping labels'. There should be an option to void your first label. I can't remember what the options are for void but your reasons would be incorrect postage.
I had to do that on a package recently when I had to use a larger box. It will take time to get the refund back, but you should never have to eat double postage if you used the eBay label system.

I tried this the day that I mailed it, but because the person at the post office had already scanned it before he told me it was the incorrect postage, Ebay removed the option for me to void the label.

Well that's too bad. There's still got to be a way that you can get your money back. You might take both tracking numbers to the post office and explain to them that you can not get a refund on the postage because they scanned it. It was not your fault at that point as the post office caused the problem. See if there is anyway that they can help.
And I'm really sorry you got hit like that for the mistake.

This happened to me once, the clerk just charged me the difference in postage and put a stamp on the existing label.
