The destination of the package is Portland Oregon. Tracking number is RT106731584PT
I sent it on the 15th of October but USPS tracking says "Not Trackable" !????
On the Portuguese tracking it says it left Portugal on the 19th of October. On USPS absolutely nothing.
Does anybody have a clue what I can do in this instance? This is crazy.
Any help would be very much appreciated.

Which shipping service did you use for the "registered mail". The shipping number you provided does not appear to be a USPS number. While you missed some details I suspect that at some point in transit the package would have been turned over to USPS from whatever carrier you used to ship it out of Portugal. I would start by checking with the shipper you used or the initial leg of the shipment.

I am the shipper.
I used CTT which is the local Post service.

Tracking says it left Lisboa in mid October then nothing after that. It could be lost or still in transit. There's no way to tell without additional tracking scans. If the buyer filed a not received claim then you'll have to refund- if you don't then eBay will force the refund and give your account an unresolved case defect.

International Registered mail is not always scanned in some countries so that could be the problem. Has the buyer said that they haven’t received it yet?

Tracking for "registered" mail from post offices in other countries usually stops at the border.
I had a purchase from Switzerland which was tracked until it left Switzerland, then no tracking until the large envelope showed up in my mail box 5 weeks later.

Yeah the buyer didn't receive it yet. He is really **bleep** off understandably.

There really isn't anything you can do to locate it- and there's no way to tell if the buyer is honest or not.

Here is what the Postal Serice says about Registered Mail,
Registered Mail service items cannot be tracked through the mailstream and will not provide updated scans. However, Registered Mail service does provide information with a scan showing the delivery status or attempted delivery information which can be retrieved in three ways: Go to www.usps.com.

That's crazy. So he can basically get his parcel (since there is no way of telling if he received it or not) AND ask for a refund?

USPS no longer tracks or confirms delivery online for International incoming Registered Mail.
Registered mail has ALWAYS been the slowest service possible, 30 days is actually not that bad, my guess is that it will get delivered within the next two weeks.
Have you actually been contacted by the buyer? If not it's possible it has already been delivered.

Yes. Without door-to-door tracking there is nothing to protect you from a claim.
If you purchased something and truly didn't receive it- and there was no tracking to say otherwise- wouldn't you expect a refund?
There's no way to know what happened. You might have an honest buyer that didn't get what they ordered- or you might have a scammer. The bottom line is that you didn't use a service that offered door-to-door tracking so you forfeit any seller protection on an item not received claim.

Registered and First Class mail has been taking about 6-7 weeks for delivery when we have a customer that want to use that service. If you want full tracking for sure you will need to upgrade to Priority, Express or UPS.

Gosh Derrick I sure hope it's not in that shipping container fiasco on the Pacific's coastline???
