Did you mean:

I didn’t include camera batteries...

I am a new seller on eBay and have been selling some of my old camera gear. I sold a camera body and in my listing I mentioned that the item includes the camera body, the strap, the front cap, the manual, and the original box. I did not include batteries or charger because they are still useable for my upgraded camera system.

I sold the item, and now the buyer is complaining that the item is “not as described” because he says the term “camera body” automatically includes a battery and charger. On similar listings on eBay, I saw sellers specifically mention when batteries are included. I didn’t think I had to explicitly mention what wasn’t included.

I offered to accept the return at which point I will offer a refund, but now the buyer is saying he will open a claim against me and will not return the camera until he is refunded.

Am I in the wrong here? Did I do something wrong by not mentioning what is not included? I realize I could’ve been more explicit, but I it didn’t cross my mind because I thought I had stated exactly what was being sold.

Anyone who costs me money because they are indecisive, don't ask questions or don't do their own research might as well be a scammer because they are costing me money like a scammer.

Well, a "scammer" is someone trying to cost you money, in an attempt to acquire an illegitimate gain.  That's a broader definition than the law provides for, btw, so they may or may not be criminals.

The other people you described are simply indifferent to costing you money, probably haven't ever thought about it much.  I have a different word for them, which I will not share lest I get unwanted electronic communications from the overseers here.  They just want to take the easy or lazy way out... people who will take however much rope you're (uh... I mean... eBay is... ) willing to give them.  They see MBG stuff and "Free Returns" plastered all over the place, which is designed to "give them confidence" according to eBay, and they then have the confidence to know they can just do whatever and if it ends badly it isn't going to cost them a dime to get out of it.   That's a good way to do retail if you can afford it, there are a LOT of these people out there, you'll sell stuff.  It's not a good way to do mail order, there are a LOT of these people out there, they'll bankrupt you.

As always, the problem here is the people cooking up the policy aren't the people paying for the fall out from it... not much different than if Congress started micro-managing how Walmart does things.  It may be popular with some of the folks, but they'd just manage to bankrupt Walmart before long (or else Walmart's prices would be so high they'd be like Sears).

Your buyer needs a lesson in Ebay buying 101 - especially teh parts about reading the description and having to return things before getting a refund.  You provided everything noted in the listing and nothing more nothing less.  Should the buyer open a dispute you can reiterate that you provided everything in the listing and the charger and batteries arent included.  BUT... you will gladly refund ONCE YOU GET THE ITEM BACK.  (Keep repeating that part - WHEN I GET IT BACK).
