I block PO Boxes but buyer used Best Offer, I added Buyer Block Exemption List Buyer still can't pay

So I block PO Boxes, mostly due to larger items being cheaper to ship with FedEx than USPS. 

 

Buyer submitted a best offer but can't pay because I don't ship to PO Boxes, so I added them to my Buyer Block Exemption List. They still can't pay. I unchecked under https://offer.ebay.com/ws/eBayISAPI.dll?BuyerBlockPreferences " Buyers in locations to which I don't ship
Block buyers whose primary shipping address is in a location I don't ship to.
This requirement can help you avoid buyers who agree to purchase your items without realizing you don't ship to their location."

Buyer still can't pay. Is this a bug with the eBay Managed Payments, or just a bug regardless with the entirety of eBay?

No, I think we're misunderstanding each other. Is this the block you're deselecting?

If it is, selecting or deselecting that box will not address your block on buyers who use post office boxes for their shipping address.

 

Is that what you're trying to use to resolve the block? Or did I misunderstand?

That is indeed the block I de-selected. I also put them on my buyer exemption list. In the past one, the other, or both used to work for allowing through PO Boxes temporarily. I had 2 other names on my exemption list that I have used to pass through PO Box buyers, in the past. That's the only time I've ever actually used a buyer exemption in fact.

I don't have managed payments yet, but I have recently added two buyers to my exempt list so a case would not open on them. I have my account set to open a UPI case automatically after 48 hours. These two buyers messaged me and said they needed a couple extra days to pay. NO big deal to me. SO I immediately added them to the exempt list. 

Well, after doing so, a day later a case was opened on both buyers. This is in the last month. Two different buyers, almost 2 weeks apart and I put on exemption list immediately, same day they purchased or I should say put offer in. 

I had to call ebay and they said don't worry about it, the buyer won't get a defect. The point is, is that it should NOT have opened period! I don't know if this is a glitch, but I was very upset about it and for the buyers. 

The exemption list is NOT working for some reason. I don't know what to do at this point. 

So not the exact same thing as you but close, the UPI cases should NOT be opened period. 

I would contact ebay and ask for a supervisor.

The exemption list has never never been set up to stop the unpaid item assistant from opening...the two programs are not associated in any way.  I’m not sure if you can turn the unpaid item assistant off for specific transactions but if not, you could have turned it off temporarily for all transactions.

It's not a bug, that's how it's supposed to work.

 

A better way to solve the problem would have been to revise the listing so that it allowed shipping to a PO Box. But, if your buyer has already purchased it and now can't pay, then it's too late. You can't revise a listing after it has ended. If the buyer hasn't purchased it yet, then revise it and change the shipping requirement. You may need to decline the offer, I don't think you'll be able to revise if there are active offers on the listing.

 

If the buyer has already purchased it at this point, you will have to figure out what the shipping will be to the buyer's address, and send an invoice with that shipping on it. Once they have an invoice with the shipping cost specified, the buyer should be able to pay as long as there isn't some other block acting as well.

Unfortunately the only fix that worked was relisting without PO Boxes being blocked by my listing, as the invoice was not payable by the buyer as the address stood.

You can indeed turn off UPIA, you go through your sales item drop downs and turn off unpaid item assistant for that specific buyer. You can still open a case later too, if necessary.

There is a section where you can put a buyer on exempt from a UPI case from opening and that is what I did but it still opened case. I will have to go back and see if I can take a screen shot to show you what I am talking about. I did not want to turn it off for all transactions since I had others that had not paid and wanted cases open for those buyers.

No, it doesn't and as I stated, it doesn't work. Been that way for years. I've received messages from my listings, which you can tell when the listing comes up they are questioning 'I can't purchase this item' and it comes from a certain item listing. Happened 2 days ago, 2 months ago and 2 years ago. It's never worked correctly.

If the person has sent an offer, or you sent them an offer they can communicate regardless of blocks, unfortunately.  Same if they bought something even if they didn't pay.

PO Box is really safe way to ship to,You might be losing a lot of sales due to that blocking,If the item is too big the postmaster will keep it behind the counter for the buyer-no problem at all,I ship this way and buy this way all the time

Re-Think this out,before blocking buyers,These are your sales
