How to setup an auction, to add send offer when there a watcher

I'm trying to send an offer to a watcher to my auction how does that work to add to my auctions

Buyers have the option of allowing offers or not. If you have a watcher and eBay hasn’t notified you “You have eyes on your item...” the watcher has the option turned off.

Go to your MANAGE ACTIVE LISTINGS PAGE, then scroll down to the item and click the SEND AN OFFER link.

Another option is you to edit the auction by clicking on the EDIT link on your MANAGE ACTIVE LISTINGS PAGE or go directly to the auction page and click REVISE YOUR ITEM link, the scroll down until you see the SELLING DETAILS section, then you can click the BEST OFFER BUTTON.

Thanks for getting back, But there is a misunderstanding, I'm already accepting offer on my auction what I'm trying to do is send the watchers offer on my auctions before it closes
