Good Morning!
I have recently started selling aggressively on eBay again. So far I have only used the free listings ( I have been getting 200/mo). I noticed that when my items auto-relist they aren't getting counted towards my free listings. So thats good (I hope). I have noticed that I am running out of "FREE" listings earlier and earlier in the month and most of the items I sell are under $3.00 each-ish. I am thinking of opening a basic store - 350 BIN and 250 Auction. Does anyone know if the store auctions relist will it go toward my 250 "FREE" listings? Also side note I just got my Top Rated Plus badge. Sorry if this is confusing and I appreciate any advice!

Yes, the free 250 store auction listings are used up for every relisting until it resets every month, so if it relists every 7 days, then multiply by four times for the whole month.
Just remember that the free auction listings only apply in certain categories like collectibles and fashion.
The free 350 BIN's are good in all categories and generally renew every 30 days until canceled.
If you are in managed payments, you get up to 10,000 fixed priced listings in select categories.

I mainly deal in toys and some collectables outside of toys.
Sounds like I should just stick with my free listings for now... I wouldn't mind paying the insert fee, like once each but paying it for each relist doesn't seem worth it for my lower priced items. Its hard when I have thousands of items needing to be listed.
Patience is a virtue I guess!

New sellers get 8 free relists on auction-format listings. Eventually you will lose that benefit, but eBay has not explained how they decide. Signing up for a store could bump you up to the Advanced version of the listing form (AKA business tool) without the free relists.
TR-Plus is not a seller status. It's a listing status that shows up on a TRS's listing if that specific listing offers same-day or 1-day handling, and 30- day (or longer) "free" returns (i.e., seller pays for return shipping). A seller could choose to set up some listings that are eligible and others that aren't (e.g., those with expensive shipping).
Stores subscribers can use their free auction-format insertions in 13 categories, one of which is Toys & Hobbies.
