How to send second offer to watcher?

I like to send offers to watchers but usually only send a modest offer for an item recently listed.  How do I send a second offer to watcher at a later date when I am more willing to send a bigger discount as the listing usually disappears from the send offer list once an offer is sent?  I think, not sure, that if I lower the price all watchers are notified, but I prefer to hedge my bets a little longer and first send a lower offer to watchers first as many times the item will sell at the listed price when offers are still pending.

You can't.  If they remain a watcher and you send an offer that they either decline or it times out, you can't send a "new" offer to them unless they unwatch/rewatch it or they send you a message, where you can respond with an offer.
