How is it that someone using an invalid user ID is allowed to buy and also use a bogus payment method. Buyer purchased a 86.00 brooch and Ebay put funds on hold for now over 2 months saying buyer filed a payment dispute which buyer says they did not file one.I feel I am getting screwed all the way around.

How did you determine that the buyer was using an invalid ID? Is the buyer no longer a registered user (NARU)? Have you been in direct contact with the buyer?
Unfortunately the sort of scenario you describe above -- which is more common in some selling categories than others from what I have observed -- is not at all unusual here on eBay.

also use a bogus payment method
I may just need more coffee........but if it was a bogus payment method........why would you expect to be paid?

Yes... and to top it off, eBay claims the buyer subsequently filed a payment dispute... although the buyer, who used a bogus payment method, denies having done so.
Which makes sense... if buyer used a bogus payment method in the first place, the least he could do would be to tell the truth about filing a chargeback!
Something tells me that there are some lacunae in the storytelling above.
