How to send an offer with New Messaging system

I just noticed I'm not seeing a link any for sending an offer from a message

Am I missing it?

I had the same problem. My email had a reply with offer in it but it just took me to the same message system that didn't have the option. Looked all around and never found it. I just lowered my price on the listing and messaged the interested party. Worse case someone else buys before him.

eBay in their infinite wisdom seem to have removed the option, I am not surprised being that this new messaging system is horrible.

I have just had a buyer want to buy a terrific item at a lower price, she is probably waiting to be sent an offer, but I am unable to do so, so lowered the price & wrote to her.

Why eBay would have done this is anyone's guess "(

They didn't remove the option, sometimes I have one that doesn't qualify, but I've used it several times since the change.

I just had occasion to send such an offer but didn't see such an option in my messages.

Recalled seeing talk about it here, so I came to read up on it. 
I have never seen that option on my messages, but wish I had it. 

Would save some effort.
