I keep getting these scammers wanting to buy my items and I know they're scammers. Who do I report it to?

As a new seller you are a scam magnet. Learn to protect yourself. If these scammers are making offers, thats not against Ebay rules, block them.If you are ever doubtful about an offer, come back here for help.

I had the same issue when i first started, you can go and block these accounts from your store. you can also change payment update to right away when someone buys from you on ebay. i do not have an issue with scammers anymore. once in awhile i do get one but its really rare. I just delt with it and did not change my payment setting. but there is an option for you to change payment settings rightaway. witch i would think would stop the scammers. have a good day.

Fairly certain that the only way a seller can list with IPR (immediate payment required) is to list with FP (fixed price).

Tagging on with @soh.maryl the best way to block attempted, alleged scammers is a buy it now fixed price, immediate payment required and NO best offers. What you suggested is somewhat ineffective as buyers can just create another ID and start the scam process all over again and again.

If you get messages in your ebay message box.........report them....., open the message, click on actions tab up top and then ..click on report buyer:

You are a prime beef to a scammer. Thankfully, you are not listing expensive electronics. Imagine how many more scammers would be emailing you. Copy and paste the following statement in ALL of your descriptions. This will keep a lot of them away. If you do NOT understand what I wrote, come back here and someone (if I'm not here) will explain it to you.
ALL payments MUST be done through the ebay PAY NOW button. ALL payments will be verified in MY EBAY before I ship. ALL items will be shipped ONLY to the ship to address in the payment. ALL communication will be done through the ebay system PRIOR to bidding/buying.
Keep writing this in your ads until you are confident that you will not be scammed.
Remember, when a buyer pays, you have no clue if they used APPLE PAY or PAYPAL or credit card. ONLY ebay and the buyer will know that information. So if you see those 2 terms in any email , it's a fake email.
Obviously, never exchange email addresses or phone number either.
