How do you do a sale, where it says 15% off (for example) in the listing?

You have to have an eBay store and then you go to the Promotions tab and choose Markdown Manager.

I have an eBay Store but I can't find a Promotion Tab or Markdown Manager. Is a special type of store required?

You have 165 active listings, but you do not have a store subscription.  If you did, I would see a BLUE DOOR (sometimes it is RED) icon next to your feedback percentage.

Click the Marketing Tab along the top then you will see Promotion and Markdown Manager.

I don't see a store, just a collection of listings. A Store is something you must subscribe to.
