How are people able to sell Gift Cards with Managed Payments?

Hello, Im trying to sell an amazon gift card but it says its a restricted item on the managed payments list. However, i see dozens of other sellers selling amazon gift cards. How do they do it?

eBay has gotten so it's taken over everything-they repost your items and you probably don't want to repost them so goes against the count you have to put on. I haven't changed off PayPal so don't know what will happen.
