I appreciate that eBay negotiates discounts on shipping which they pass on to sellers.
From what I understand, the calculated rate displayed to buyers in the listing is the regular, pre-discount rate (plus any handling fees a seller may charge).
I find that actual International shipping costs are much lower than the "book rates" - and I'm wondering if there's a way to find out the *real* costs without actually selling the thing first?
I'm trying to find out if I can lower the selling price or a foreign buyer who has a price ceiling.
Any help appreciated!

You would be correct in your assumption. What the buyer sees is the retail cost of the shipping which is usually more than what the seller actually pays for the label. That extra usually helps the seller cover the FVF's on the shipping, possibly the 1.65% international fee and their packing materials.
There is a setting in your account settings under shipping preferences where you can offer the buyer the discounted eBay rate. Edit the following and you have several options.

This would be very difficult there are simply too many variables: size, weight, class of postage, carrier, destination country......... You may want to consider using the EIS program and let that program deal with the international leg of the shipping. There are pro's and con's to the program but the seller protection is first rate and there is no way I would sell internationally any other way.

Thanks for this; was losing hope that I'd get a reply. Before I go spelunking, do you know if I change to "eBay discounted rates" can that be for a single item, or is it automatically everything in my eBay store?

here is ebay's shipping calculator in case u want to find specifics for states, countries, methods of shipment, etc

When you use the link for the calculator that @stuff4divas posted you have the option of seeing the retail shipping price or the eBay price.
