The auction winner hasn't paid in two days. Can I send the "second chance offer" now? Or do I have to give the winner the full four days ? For some reason ebay is letting me send the offer now even though it has only been two days.

I wouldn't send it yet.
What if they pay and you sent it to a 2nd person that accepted the offer then you'd have 2 buyers for the same item.

That's what I was thinking. But then why does Ebay let me do it ( I didn't click "Send" , but the button is not grayed out... )..

Sometimes sellers have multiples of the same item. Rather than set up a fixed price listing, they'll let the potential buyers bid against each other.

That isn't a very good idea unless you have at least two of whatever you sold.
What would you do if the SCO got accepted and your buyer paid you for the auction? Now you have sold the same item to two buyers. You'd have to cancel one of the orders for being out of stock and that earns you a Defect on your seller Dashboard.
If your buyer doesn't pay for the auction within 96 hours of the purchase. File for the cancellation with the reason the Buyer did not pay and then and only then send out the SCO.
Remember do NOT send any invoice to that buyer that hasn't yet paid. When we do that, the 96 hour clock starts all over again.
