But if you are not set up to have eBay automatically cancel for non-payment, you can also wait as long as you want to.

When you buy an item on eBay, whether you won an auction or used Buy It Now, you'll need to pay the seller within 4 days. The sooner the seller receives your payment, the sooner they'll send your item. When making a bid or a Best Offer, we may ask you to provide your payment method and shipping address in advance. If you win the auction, or the seller accepts your Best Offer, payment will be taken immediately to ensure a smooth transaction.
If your Best Offer is accepted or you win an auction, the payment method you added when making the bid or Best Offer will be charged, even if you removed that payment method before accepting the offer or winning an auction.

That quote is from a help page for buyers. For sellers, there is a more detailed policy: Sellers can cancel a transaction based on nonpayment as soon as 96 hours after the transaction, BUT they can wait as long as 30 days before the option to cancel disappears.
Reasons for delaying the cancellation are usually related to buyers making multiple purchases or bidding on auctions with different ending dates, waiting to make a combined payment so they can have a combined-shipping discount.

Or like me, the seller simply decided that he will give buyers a couple weeks before he files for non-payment. Since I started doing this, my nonpayment rate has dropped to essentially zero.

Our non-payment rate isn't zero, but it's better since we started allowing 14 days to combine shipments plus the 4 days for non-payment, which means according to our settings it actually cancels on the 19th day (I don't know how close to the mark it comes, I let it happen automatically and don't worry about it). I agree that if a seller has the ability to be patient, buyers tend to pay, and if you set your settings right, it's never something to stress about that much. I still see items awaiting payment sometimes, but I don't check there often anymore.

Just to add, it's a minimum of 4 days. However, if you send the buyer an invoice, the clock restarts and its ANOTHER 4 days from when you sent the invoice.
So don't send an invoice as a 'reminder'.

As many as you give them up to 90 days when the transaction is no longer accessible.
I give them the max of 4 unless we have a special arrangement.

4 days and then you can cancel and relist. eBay does send the buyer reminders. You can contact and ask them to please remit payment or at least ask them to let you know when they plan to pay.
But, generally we just cancel for non payment and relist. Thank fully it has not been to frequent this happens.
