I just got a question from a new user who is obviously a scammer - trying the old money order at local pick up trick and wants a bunch of my info . I went to the help and contact area but can't find a way to contact ebay about it.

Your previous message
thank you for your inquiry but your terms are not acceptable to me. i require payment at pick up in cash.
***
Am highly interested in it and i have read and understand the posting so please I would like to know where you're located upfront for me to forward it to my Hauler Agent to calculate how much it will cost me for the pickup. I will not be able to come and see it due to the nature of my job as contract basis work. I believe i won't regret if i buy it? I have a financier that will send a cashier check to cover the cost and also arrange for the movers that will be coming for the pick up at your location after the payment clears in your hand or at the bank, The following details is needed for a check to be mail out to you-:
Full Name:
Full Address:
Cell Phone:

Well, our replies would have been different had you posted that missive in the OP.

That is definitely a scam. I had a similar incident earlier in the year on an eCrater sale. The would be thief sent a cashier's check for a couple hundred dollars over the item price and said he had some business with a local moving company so I should cash the check, keep the item price out of it, and give the rest to the movers for the other stuff he was having "shipped" from here.
I knew it was a scam, but I let him send the check anyway; and then before doing anything with it; I went and talked to someone at the local sherrif office, and they confirmed my suspiscion that it was a scam.
The check was from some auto detailing company in Florida, the letter it arrived in was sent UPS from California, and the buyer's phone number he gave was somewher in the Midwest. The check would have failed to clear after a week or two (and the scammer would have been long gone). After verifying it was a scam, I went silent until I heard from the thief again; at which point I informed him that on the advice of our county sherrif and my credit union, his check was not going anywhere near my account, and that he was to never contact me again.
Only heard back once... He tried to phone me, but I had blocked his number by then.

Oh, yes, total scammer indeed. He's a persistent little bugger, too. I'm surprised that he keeps on going with that routine even after your first reply about accepting cash only. I guess since his scripts are pre-written, he has nothing to lose by firing off Round 2, etc., in case you change your mind.
A quick glance at his feedback page shows that he's not NARU'd yet. I wonder how many other sellers he's currently juggling...

I normally get this sort of "request" on craigslist - not here. Maybe they "scammers" are moving to eBay. You did the right thing.

Someone needs to report these potential thieves to eBay.
More importantly, ebay needs to actually do something when reported.

Never take paypal for local pick up - had that one time, buyer was a scammer, used a bad paypal account. I was out the item and the money and neither ebay or paypal would help. This thread isn't about selling to him, its about warning ebay that there is a scammer lurking.
If all you want to do is warn eBay about who you are claiming is a scammer, then call them and have a report made about the transaction details and communications. Unless you have a paper trail for them to follow in the event this buyer is not honorable, then you are not warning eBay about anything.
Personally I do not like it when users like yourself jump to the conclusion that buyers are scammer especially when all you have to offer as proof is some undefined communications.
You should be careful of the name calling and not jump to conclusions.
Good Luck Selling!

The information that they are requesting prior to bidding and being the high bidder is against ebay policy.

The only way to report someone without a transaction is to call CS. At least that is what I gathered when I researched it.

I would never have replied to him in the first place - delete, block, and send copy of email to spoof.
