I've posted about him before. He's been my biggest buyer, he's probably spent $10k in the last 8 years. Up until the last year or so he's been a good customer. The problem now is he comes in and scoops up all my auctions with no bidders at the very end, and then much of the time doesn't pay. Last summer at one point he owed me $1500, all of which I had to write off and relist. Then he bought them again. And didn't pay. Currently he has 9 outstanding auctions in addition to the 5 I canceled late last month because of non payment, totaling about $300.
I'm sure he gets non payment strikes and has his account suspended, but he just opens a new account. His original account had over 25k feedback but now he has different accounts, all with very low feedback ratings. I have my listings set to not allow anyone with non payment strikes but he always seems to have an account that can get past that. It's like playing wack a mole - I can ban and report but he always has an account that he can use. I'd have to count for sure but I think I've seen 8 or so in the last year.
I'm not sure what to do here. He's costing me money and wasting my time.

He could easily be hiding a selling account from you.
You really need to report this to Ebay. I suggest you gather up all the member IDs they have used with you and describe what this buyer continues to do to your account. Ebay will figure out if they are a competitor and/or if they are breaching rules.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs. Plus you can type out all those user IDs. I personally think this is something you really need to do.

It is an ebay violation to use other accounts to get around a seller that's blocked you from buying.

The problem is to get them to enforce it. While you are correct, most of the time Ebay won't enforce it for those just trying to get around a seller's BBL. Sad but true.

I'll give that a go.
I counted 13 accounts he's used to buy from me over the last 2 years. Two of them are no longer active. I suspect what he does is bid on anything and everything, then only pays for a few items. When he reaches the point where has too many unpaid items, he switches accounts.
I just canceled 5 more auctions and blocked his account. Again.

Did they have any bids on them? If so, that can be a problem, but if they didn't, no worries.

It is but you need to able to prove that the buyer tried with the blocked id and THEN used another id to purchase.
I have 5 user id's, one is intended for buying but sometimes I end up buying with one of the others, If my regular buying id is blocked I might not ever know about it.
The id I use for posting here was supposed to remain at 0 feedback but twice eBay sent me a $5 coupon which I used and another time I clicked the buy button accidentally forgetting to log out and then log in with the one meant for buying.

He could easily be hiding multiple accounts from this seller and eBay.

He has multiple accounts - he has used 13 different ones to buy from me over the last two years. Those are the ones I know about. Most are recent and have feedback under 100. With me he pays for one auction purchase for every 10 or so that he's the high bidder on. The last 4 I canceled were ones that I had previously canceled on another account of his and relisted. He has claimed in the past that he's waiting for me to combine shipping, which I won't do because I have in the past and he hasn't paid then either. After I did combined shipping for his $1500 worth last summer, only to have him not pay and me having to sort everything back out so I can relist it, I went with a strict no combined shipping policy for my auctions. Everything fits in a flat rate box and buyer pays the flat rate for each listing, period.
He's got 6 more coming up today that are getting cancelled, again. Currently, all of his buyer IDs I know about have been blocked. I'm actively watching my auctions and if I see him bid I'll cancel his bid and block that ID too

That is what the OP said.

Yes, so can most any buyer. However the OP said they know this buyer has multiple accounts because their name and address is exactly the same on all the accounts they have ran across. And there is likely more the OP doesn't know about.

I have to say, some of what you've said confuses me. In the OP, you said he comes in at the very end and scoops up items with no bidders. But then you mentioned having to cancel bids that he placed before you blocked him.
So apparently, he isn't bidding at the very end?
Also, you said you canceled 5 more auctions. If you are actually canceling auctions, I would recommend canceling his bids on your auctions, not the auctions themselves.

BTW, this is considered "auction interference" and you should report it as such. I've always felt that got a little more attention from eBay than NPB issues.

Bay CAN block ALL the ISPs he uses... you just need a higher up.
