I've posted about him before. He's been my biggest buyer, he's probably spent $10k in the last 8 years. Up until the last year or so he's been a good customer. The problem now is he comes in and scoops up all my auctions with no bidders at the very end, and then much of the time doesn't pay. Last summer at one point he owed me $1500, all of which I had to write off and relist. Then he bought them again. And didn't pay. Currently he has 9 outstanding auctions in addition to the 5 I canceled late last month because of non payment, totaling about $300.
I'm sure he gets non payment strikes and has his account suspended, but he just opens a new account. His original account had over 25k feedback but now he has different accounts, all with very low feedback ratings. I have my listings set to not allow anyone with non payment strikes but he always seems to have an account that can get past that. It's like playing wack a mole - I can ban and report but he always has an account that he can use. I'd have to count for sure but I think I've seen 8 or so in the last year.
I'm not sure what to do here. He's costing me money and wasting my time.

The simple answer is to change everything to Buy it now.
He can still mess with your buy it now listings, But they can be set
to Immediate payment required and he has to pay, to play.

You have to change every thing to Buy It Now, and change your selling ID. I have had 1 amazing buyer, and never paid. He/She had about 500 feedback, about 300 feedback sellers said that he/she never paid. I have a lot of people that I have on my block list, and when I put some one in my "black list" he/she is not coming back.

The OP posted that the sport bidder changes accounts to continue the game. Block him and
he simply opens a new account.

Nope. His one ID that had over 25k feedback rating was buying only.
I'm sure he's some kind of hoarder.

I need the auctions to sell parts I can't sell individually, unfortunately. It's the only way to ensure a quickish sale. I don't have a lot of room to store stuff as I work out of a space about the size of a two car garage.

I thought it was a violation to circumvent the blocked bidders list. There's nothing about it on eBay's Blocked Bidder info page, but here is an old response. I'd click on the report buyer button every time this guy wins an auction, and do as someone else suggested and contact ebay on Facebook.
This is an eBay forum response from 2018 as posted in an ecommercebytes article:
"Hi, we may have misspoken about this topic in the past and I want to take this time to be more clear - while a seller is expected to ship an item to a buyer who has successfully paid, if there is reason to believe that a member of our Community is working to circumvent a block on a related account we would like to hear the details so we can investigate. Circumventing the blocked bidder/buyer list is a policy violation and can lead to a loss of eBay privileges. We are happy to look into this and take appropriate steps, but would be unable to divulge the result of this investigation. Since we are cannot share private account details of another member, you would not receive an update or an indication from eBay that the accounts are connected. Review our help page on this topic for more details and steps to report concerns to us."

ebay can see what IP address this person is using across all accounts and can get them NAUR'd if you want to make a call.
You'll need to talk to Trust & Safety most likely. An overseas call center CSR can't help you with this.

It is a violation and sellers can cancel those sales and report the buyer:
I think OP needs to request a callback from eBay (link) and ask to be transferred to Trust & Safety. Be prepared with a list of every single ID & item number. Get the SR# from the rep and get on the phone every single time this happens, referencing the SR#. Follow up and keep following up until eBay takes some kind of action to stop this from happening.
