How do I add "Make an Offer" to a listing

I want to add a "Make an Offer" type thing to a listing. I could not find that option. So I ended the listing. I hit "Relist" and figured I could specify it somehow in the new listing, however all I see is this again:

Which has the Pricing Format locked at "Buy It Now". I tried "Sell Similar" and same thing.

What am I missing?

It's been a while since I delved into the listing forms. Thanks in advance for any help! 🙂

Yes. All I see is this:

@bigskysell  maybe try making the listing from scratch.

i have not encountered this, i can always make 'best offers' available on my listings, but i don't LOL

Shouldn't be a need to do that.
Here in the last few months I've been inudated with offers in messages.  Stupid Insulting offers, BUT...offers nonetheless. 
eBay is training their buyers well.

Hmm. Can't really argue with you there. Perhaps the Universe is stepping in to tell me not to do that. 😄
