So I reached out to 6 clients today who are repeat buyers to let them know I have a new lot that they may be interested in. On the 6th one I got this message:
"You've exceeded the maximum number of messages you can send per day. Please wait until tomorrow to send more messages."
Seriously, 6 people? I'm not using any bots or tools, literally just going back through old orders and using the contact buyer option to send them a message about the new lot available.
How am I to run a business when you limit my ability to talk to the people who buy from me?

As a buyer, I would consider a seller contacting me blind like that 100% spam.
I suspect eBay believes the same and does not want their sellers spamming buyers.
Have you considered using the Newsletter functionality? That allows you do notify your subscribers to the newsletter of your new items, specials, etc.

Buyers can add you to their saved sellers and receive emails when you post new listings if they would like to see that sort of thing. Personally, I turned receiving emails off when there were new listings and just check my saved sellers/searches just as needed. My message box was getting inundated with messages about new listings from both my saved list and sellers I follow.

Buyers have the opportunity to 'Save' you as a seller if they want to receive notifications from you about new items. eBay doesn't want you to send out SPAM notifications ... which is what unasked for emails are considered.

Like others are saying what you have posted basically is saying "how can I run a business if I can't spam my customers?" What if everyone you bought from started using this tactic and your eBay inbox was constantly full of these annoying messages?

Unsolicited marketing messages to buyers has another name - "spam".
eBay is very sensitive to buyers being turned off by receiving too many unsolicited messages and unsolicited offers.
You could set up a mailing list or newsletter somewhere online, and include a card with each package giving instructions for your buyers to sign up if they are interested.

I've replied to many more messages than that, so eBay allows you to conduct actual essential business as much as needed. However, as noted, spamming people with unsolicited messages will get you shut down, and rightly so. Use the proper tools for contacting customers.

That's because you are sending messages to buyers without linking it to a recent listing purchase they made from you. When you send buyers (or anyone on ebay) cold messages like that without any item number linked to it, I believe ebay gives you 25 in a day max limit. If you link an item number of a previous purchase to the message, I believe there is no daily limit. At least I've never hit it myself.

Why did you need to send each buyer 5 messages each to inform them of one new lot you have?! Sounds like at the very least you just needed to send 1 message per buyer. Anyway, as many said here, use ebay's newsletter resources. Work smarter, not harder.

Ebay allows that when the messages are linked to a specific item number of a previous sale. Cold calling/messaging = 25/day.
I only know this for messages that the seller sends outgoing to the buyer. No idea if there are limits for buyer outgoing messages.

I think they meant that they were blocked when they tried to reach the 6th buyer. Not that they tried to send buyers 6 messages (I hope).
