The Customer Service people told you what to do. We can't fix this for you. You ignored your account for almost a year. They restricted you back in August and you ignored the emails.
As I can see that this restriction was placed on your account on 8 August 2023 and eBay has sent you an email with subject lined "MC011 Your account has been restricted". You can see this on my eBay messages as well.
In order to get this restriction resolved you need to fulfill all the requirements mentioned in the email. Once you have done the same you need to reply back to same email from my eBay messages with a confirmation and the team will review the same and will reach back to you within 72 business hours."
